2016 Granite State Debate, 2nd CD candidates: Balanced budget amendment


ENFORCEMENT. SO ABSOLUTELY THE ANSWER IS YES. JOSH: CONGRESSWOMAN, WOULD YOU SUPPORT AN AMENDMENT, CONSTITUTIONAL AMENDMENT, TO BALANCE THE BUDGET? MS. KUSTER: HERE’S WHAT I SUPPORT. LEGISLATION WITH SENATOR SHAHEEN FOR A BIANNUAL BUDGET WHICH IS THE PROCESS THAT WE USE HERE IN NEW HAMPSHIRE. SO YOU SPEND THE FIRST YEAR CREATING THE BUDGET AND THE SECOND YEAR ON THE SPENDING. PART OF THE PROBLEM IN CONGRESS IS THAT THEY ARE IN A CONSTANT CYCLE YEAR AFTER YEAR AND RIGHT NOW IT’S BROKEN DOWN COMPLETELY UNDER SPEAKER RYAN. SO I DON’T THINK WE NEED THE CONSTITUTIONAL AMENDMENT. I THINK WE CAN HAVE A BALANCED BUDGET. AND THAT WE CAN DO IT IN A BIANNUAL BUDGET CYCLE. MR. LAWRENCE: YES, I WOULD SUPPORT A CONSTITUTIONAL AMENDMENT TO BALANCE THE BUDGET. WE BALANCE OUR BUDGET EVERY YEAR HERE IN THE STATE OF NEW HAMPSHIRE. IT’S WORKED VERY WELL FOR US. IF WE HAD A BALANCED BUDGET AMENDMENT ON THE BOOKS ALREADY, WE MIGHT NOT BE IN $20 TRILLION OF DEBT RIGHT NOW. IT’S A BIG, SERIOUS ISSUE. CONGRESS HAS FAILED TO ADDRESS THIS ISSUE TO DATE. I THINK THE TIME TO GET SERIOUS ABOUT DOING THAT. I WOULD ALSO SUPPORT GOING TO A BIANNUAL BUDGETING PROCESS. I DO BELIEVE THAT IS A MORE
