CA State legislator proposes “Parking Bill of Rights”

THAT IS ONE THING THE PARKING BILL OF RIGHTS COULD CHANGE.>>IT’S KIND OF A DRAG.>>IT SUCKS.>>IT’S PRETTY DIFFICULT. NATALIE: PARKING IN DOWNTOWN SACRAMENTO –>>IS A PREMIUM AROUND HERE. NATALIE: SOMETIMES YOU CAN DRIVE AROUND FOR BLOCKS AND STILL NOT FIND A SPOT.>>WELL, I SEE A BUNCH OF EMPTY SPOTS THAT NOBODY CAN PARK IN. NATALIE: THOSE SPOTS RESERVED FOR VALET COMPANIES.>>I’M OK WITH ONE OR TWO SPOTS, BUT THE WAY THEY TAKE ALL THE SPOTS IT IS DIFFICULT, ESPECIALLY WHEN YOU SEE IT OPEN. NATALIE: THIS BLOCK ON 15TH AND L IS A PRIME EXAMPLE THE VALET STAGING AREA TAKES UP NOT ONLY THIS WHITE LOADING ZONE, BUT ALSO ONE, TWO, THREE, FOUR METERED SPOTS.>>I’M SEEING EMPTY PARKING SPACES THAT COULD POTENTIALLY BE USED. NATALIE: JOHN NEUMANN OWNS THE VALET COMPANY THAT OPERATES THAT BLOCK AND SAYS HE GETS A PERMIT FROM THE CITY TO USE THE SPACE IN FRONT OF BUSINESSES>>WE USE IT TO ACTIVELY LOAD AND UNLOAD VEHICLES. THAT’S OUR QUEUING AREA. NATALIE: BUT A NEW PARKING BILL OF RIGHTS, PROPOSED BY ASSEMBLYMAN MIKE GATTO OF LOS ANGELES, COULD LIMIT JUST HOW MUCH ROOM THEY GET.>>WE DO HAVE A PROBLEM WH VALET PARKING COMPANIES TRY TO TELL THE PUBLIC CERTAIN SPOTS ARE OFF-LIMITS. THE PUBLIC OWNS THE STREETS, NOT A PRIVATE COMPANY.>>I THINK IT’S A GREAT INITIATIVE. WE PAY FOR THE PARKING, WE PAY FOR THE STREETS WITH TAX DOLLARS. NATALIE: NEUMANN DISAGREES AND SAYS IT COULD HURT HIS LIVELIHOOD.>>THIS CITY SHOULD BE ABLE TO DO WHAT THE CITY CHOOSES TO DO. THEY SHOULD LET US HAVE A DESIGNATED AREA. NATALIE: DRIVERS HOPE THERE CAN BE SOME SORT OF MIDDLE GROUND.>>I THINK A CONCESSION CAN BE
