speaker the Honorable David parks so one of the pieces of legislation that’s changed in the court matters bill it has to do with court security it is fair to say there’s need for more security than it was when I was a young lawyer I think their most amusing security instance I can recall was I was working in Dunedin these lawless people in the South had a problem with one of the accused appearing in the Southland court throwing a Swede at the judge these these changes the these changes are necessary so they actually don’t cure the underlying problem that we’ve got in our civil courts which worries me and that is that I’ve voice thought that access to justice is largely a function of court of cost and when the cost of civil processes become so high that unless you’re legally aided or wealthy you can’t afford to access the system then the courts the civil courts are failing to meet this social purpose I think we are at that point in New Zealand that our civil courts aren’t meeting their social purpose the Disputes Tribunal is not the answer the jurisdiction is about right we actually have to do something to improve the efficiency of the civil courts and I think there there’s a real need to actually take some of these rules from the exclusive control of lawyers and impose some practical methods of you of bringing civil processes to to trial early so that people can get the determination of a judge that they will generally accept and if they don’t they can always appeal so without that I’m aware that we’ve got to get on to valedictory sue we also support the tribunal powers procedures legislation bill and sir the Labour Party will be voting in their favor going to take a short cut on this bill
