RIGHTS IS AN EFFORT TO TRY TO PROVIDE JUST LIKE IT SAYS TO PROVIDE CONSUMER PROTECTIONS
TO INDIVIDUALS, PARTICULARLY AS IT RELATES TO INSURANCE COVERAGE. SO LET ME JUST GIVE
YOU A COUPLE OF EXAMPLES. ONE OF THE THINGS I MENTIONED EARLIER IS THAT
INSURANCE COMPANIES CAN NO LONGER HAVE LIFETIME LIMITS IN THEIR PLANS OR THEY CAN NO LONGER
HAVE ANNUAL LIMITS. SO YOU CAN’T ALL OF A SUDDEN RUN OUT OF INSURANCE
COVERAGE. THE BIG AREA WHERE THERE’S GOING TO BE INSURANCE REFORM AND THAT’S PART OF
THE PATIENTS BILL OF RIGHTS, IS THAT THERE ARE A NUMBER OF PEOPLE RIGHT NOW WHO CAN’T
BUY HEALTH INSURANCE COVERAGE BECAUSE THEY HAVE PREEXISTING HEALTH PROBLEMS, LIKE SOMEBODY
WHO HAS A HISTORY OF CANCER OR SOMEBODY WHO HAS HAD HEART DISEASE OR DIABETES OR EVEN
ASTHMA, AND THEY MAY HAVE A DIFFICULTY GOING OUT AND BUYING HEALTH INSURANCE COVERAGE IN
THE PRIVATE MARKET. AND IF THEY ARE OFFERED COVERAGE THEY MAY BE CHARGED ANYWHERE UP TO
FIVE, SIX, SEVEN TIMES RATE THAT A HEALTHY INDIVIDUAL WOULD BE CHARGED. BEGINNING IN
2014, INSURANCE COMPANIES CAN’T DENY COVERAGE TO SOMEBODY BECAUSE OF THEIR PREEXISTING HEALTH
PROBLEMS. THEY HAVE TO PROVIDE THE SAME COVERAGE AND THEY CAN’T CHARGE THEM MORE. SO INDIVIDUALS
WHO IN THE PAST WOULD HAVE HAD A PROBLEM BUYING HEALTH INSURANCE COVERAGE BECAUSE OF THEIR
PREEXISTING HEALTH CONDITIONS WILL BE ABLE TO GET IT BEGINNING IN 2014, AND EVEN CAN
GET IT TODAY THROUGH A HIGH RISK POOL BUT THAT’S PART OF THE AFFORDABILITY ACT.
