Indiana constitutional amendment question confusion

AMENDMENT QUESTION ON THE BALLOT SOME HOOSIERS SAY IS CONFUSING. (BROOKE) OTHERS SAY THEY’RE CONCERNED ABOUT IT AND WONDER IF SOCIAL MEDIA CHATTER ABOUT IT IS TRUE. WE SENT OUR STATEHOUSE BUREAU CHIEF, DAVID WILLIAMS TO INVESTIGATE. (DAVID) IT’S THE FIRST QUESTION YOU SEE RIGHT HERE ON THIS SAMPLE BALLOT. IT READS “SHALL ARTCIEL 10, SECTION 5 OF THE CONSTITUTION OF THE STATE OF INDIANA BE AMENDED TO REQUIRE THE GENERAL ASSEMBLY TO ADOPT BALANCED BUDGETS FOR STATE GOVERNMENT THAT DO NOT EXCEED ESTIMATED REVENUES UNLESS A SUPERMAJORITY OF TWO-THIRDS OF THE MEMBERS OF THE HOUSE OF REPRESENTATIVES AND TWO-THIRDS OF THE MEMBERS OF THE SENATE VOTE TO SUSPEND THE REQUIREMENT?” YES OR NO? (REPORTING) I HIT THE STREETS NEAR THE STATEHOUSE TO ASK HOOSIER VOTERS…DO YOU KNOW WHAT THIS QUESTION MEANS? (( JARED ROBERTS/ VOTER/ 18:16:40 “IT’S CONFUSING TO ME!”: )) (( DEVONDRE BURRELL/ VOTER/18:15:58 “NO MATTER HOW YOU READ IT, IT MAKES, LIKE, NO SENSE!” : )) STATE LAWMAKERS SAY THEY’VE HEARD RUMORS…AND VIEWERS HAVE REACHED OUT TO US. ACCORDING TO THE RUMORS, IF THIS PASSES, THE STATE WOULD BE ABLE TO REDUCE OR EVEN RAID PUBLIC PENSIONS…LIKE THOSE OF TEACHERS, POLICE OR FIREFIGHTERS…TO MAKE UP FOR BUDGET SHORTFALLS. THE LEGISLATION’S AUTHOR SAYS THAT’S NOT TRUE. (( BRANDT HERSHMAN/ FORMER STATE SENATOR / @ 17:53:37 “THERE’S A JUST FLAT OUT INCORRECT STATEMENT BEING SPREAD THIS SOMEHOW HURTS PENSIONS. NOTHING COULD BE FURTHER FROM THE TRUTH.”: )) FORMER STATE SENATOR, BRANDT HERSHMAN SAYS THE LANGUAGE WAS APPROVED BY TWO STATE LEGISLATURES. HE HELPED CRAFT THE LANGUAGE BACK IN 2015 UNDER THEN GOVENOR MIKE PENCE. (( BRANDT HERSHMAN/ FORMER STATE SENATOR / @ 17:50:49 “WHAT IT MEANS, IS INDIANA HAS TO SPEND NO MORE THAN IT TAKES IN AND THAT WE HAVE TO FUND OUR PENSION OBLIGATIONS FOR PUBLIC RETIREES FIRST, OFF THE TOP, BEFORE WE CONSIDER ANY OTHER PRIORITIES. IT ALSO ALLOWS, IN TIMES OF STATE EMERGENCY, FOR THAT REQUIREMENT TO BE WAIVED WHICH WE FELT WAS A RESPONSIBLE THING TO DO.”: )) ((BRANDT HERSHMAN/ FORMER STATE SENATOR / :17:51:17 “RIGHT NOW, A SIMPLE MAJORITY COULD PASS AN UNLABALANCED BUDGET. BY RAISING THAT THRESHOLD TO TWO-THIRDS, WE MAKE IT FAR MORE DIFFICULT FOR ANYONE TO PASS AN UNBALANCED BUDGET.” )) MARION COUNTY CLERK, MYLA ELDRIDGE, SAYS DO YOUR RESEARCH ON CANDIDATES AND BALLOT QUESTIONS BEFORE YOU GO VOTE. (( MYLA ELDRIDGE/ : 18:12:40 “IT’S ALSO IMPORTANT TO KNOW WHO YOU ARE VOTING FOR BECAUSE THOSE INDIVIDUALS, ONCE THEY ARE ELECTED, WILL BE THE VOICE FOR YOU AND MAKING DECISIONS ON BEHALF OF YOU AS A VOTER. IT’S CRITICAL, ACTUALLY.” )) (DAVID) WE GOT A STATEMENT TODAY FROM THE VICE PRESIDENT OF THE INDIANA STATE TEACHERS’ ASSOCIATION. IT READS IN PART: “SIMPLY PUT, THIS AMENDMENT GIVES THE STATE LITTLE OR NO ROOM TO GET THROUGH TOUGH ECONOMIC TIMES. WE URGE VOTERS TO LEARN MORE ABOUT THIS ISSUE AND VOTE “NO.” YOU CAN READ THE FULL STATEMENT ON OUR WEBSITE, WISH TV DOT COM. IM DAVID WILLIAMS, WISH TV NEWS 8. (BROOKE)
