GENTLEMEN, WELCOME, HAPPY NEW YEAR, THANK YOU FOR BEING WITH US.>>THAW FOR HAVING US.>>DO GREAT TO HAVE YOU. THE SESSION IS OFF TO AN EARLY START THIS YEAR. WHAT’S — WHAT’S TOP OF MIND SENATOR BROXSON. WHAT’S THE BIGGEST THING YOU ARE FACING THIS YEAR?>>I THINK WITH A NEW GOVERNOR LOOKING AT THE ISSUES IN SOUTH FLORIDA, WATER CONTINUES TO BE A BIG ISSUE. WASTE WATER, WE HAVE SOME PROBLEMS HERE BUT NOTHING LIKE SOUTH FLORIDA. SO THE GOVERNMENT IS GOING TO CONTINUE TO PUSH TO TAKE CARE OF THE EVER GLADES, MAKE SURE THE RUN OFF FROM SEPTIC TANKS AND OTHER POLLUTANTS WILL NOT AFFECT THE DRINKING WATER AND QUALITY OF LIVED AND ALL THIS EFFECTS TOURISM SO WE HAVE TO MAKE SURE WE MAINTAIN A STABLE ENVIRONMENT IN ORDER TO HAVE PEOPLE COME VISIT US BY THE HUNDREDS OF THOUSANDS.>>AND PEOPLE MOVING HERE, THERE WAS A REPORT OUT TODAY I BELIEVE BLOOMBERG BUSINESS WEEK HAD A REPORT OUT SAYING THAT PEOPLE ARE FLEEING NEW YORK AND PLACES LIKE THAT, GUESS WHERE THE BULK ARE COMING TO? SUNSHINE STATE. SO VERY — WE ARE GROWING FOR SURE. REPRESENTATIVE WILLIAMSON, WHAT ARE YOU THINKING ABOUT?>>THERE’S A LOT OF PEOPLE MOVING TO THE STATE OF FLORIDA BECAUSE WE HAVE THE TAX STRUCTURE IN PLACE GOOD FOR BUSINESSES, GOOD FOR PEOPLE, THAT’S WHY THEY WANT TO BE HERE IN THE STATE OF FLORIDA. GOOD PROBLEM TO HAVE BUT BUT CREATES CHALLENGES. MORE PEOPLE COMING IN MEANS MORE USAGE OF INFRASTRUCTURE, WE’LL ADDRESS THE INFRASTRUCTURE NEEDS OVER THIS SESSION. PERSONALLY I THINK WITH DELEGATION WE HAVE TO LOOK AT STILL WE HAVE PEOPLE IN PANAMA CITY WHO ARE HURTING FROM THE STORM THOUGH WE HAVE THE STATE CAME THROUGH LAST YEAR, THERE’S STILL MORE WORK THAT NEEDS TO BE DONE TO HELP PEOPLE GET BACK IN HAIR HOMES AND GET JOBS IN PANAMA CITY, WE WORK TOGETHER AS PANHANDLE DELEGATION COME TOGETHER LOCK ARMS AND LEAPT SENATOR GAINER TO MAKE SURE WE DO EVERYTHING WE CAN FOR BAY COUNTY AND PANAMA CITY. WE ARE PERSONALLY GOING TO BE LOOKING AT THE BUDGET AND BEING ABLE TO SIT AND CHAIR A MR. COMMITTE: THAT’S APPROPRIATIONS BOLDER AND BRING MONEY HOME, PEOPLE WHO ARE LISTENING AND MONEY, THE MONEY IN TALLAHASSEE WE NEED TO BRING IT BACK TO NORTHWEST FLORIDA.>>REPRESENTATIVE ANDRADE, WHAT’S ON YOUR MIND?>>VERY SIMILAR TO WHAT REPRESENTATIVE WILLIAMSON JUST DISCUSSED. THE FIRST THING IS CONGRESS AND DC DISCUSSED ELIMINATING THE STATE AND LEVEL INCOME TAX. THAT’S WHOA I YOU HAVE PEOPLE COMING FROM HIGH TAX STATES COMING TO FLORIDA. WE HAVE POPULATION INCREASING BY A THOUSAND PEOPLE EVERY DAY. WE HAVE OVER 50% FLORIDA POPULATION IN SEPTIC TANKS AND THAT CAUSES A HUGE CRISIS WHEN DISCUSSING WHERE THOSE NUTRIENTS GO WHEN PEOPLE COME AND MOVE INTO HOMES. WE HAVE TO WORK ON OUR WATER QUALITY TO MAKE SURE WE ARE CONTINUING TO PRESERVE OUR ENVIRONMENT FOR FUTURE GENERATIONS. WE HAVE TO MAKE SURE REPRESENTATIVE TRUMBEL AND REPRESENTATIVE SHOVE IN HOUSE THIS YEAR FIRST SESSION MAKE SURE THAT THEY FEEL SUPPORTED BY US BECAUSE THEY ARE STILL RECOVERING FROM HURRICANE MICHAEL. WE ALSO DO DO HAVE TO ACCOMMODATE FOR THE FACT THAT THE GOVERNOR RIGHTLY NOTED THAT WE HAVE ONE, ONE OF THE HIGHEST PERFORMING EDUCATION SYSTEMS IN THE COUNTRY. I BELIEVE WE ARE RANKING OUT AT BETWEEN NUMBER 3 AND 4 IN THE COUNTRY AS FAR AS STATES PERFORMING PUBLIC SCHOOLS. TEACHERS ARE UNDERPAID. SO THE GOVERNOR PROPOSED IN HIS $491.4 BILLION BUDGET PROPOSAL INCREASING STARTING TEACHER PAY TO OVER $47,000 A YEAR. WE HAVE TO MAKE ENDS MEET AND ACCOMMODATE THOSE GAPS TO MAKE SURE TEACHERS WHO HAVE OTHER OPPORTUNITIES BECAUSE OUR ECONOMY IS INCREDIBLE RIGHT NOW. TEACHERS WHO HAVE OTHER OPPORTUNITIES STAY IN THOSE CLASSROOMS AND CONTINUE OUTKICKING THEIR COVERAGE, DOING MORE THAN THEY ARE PAID TO DO PAUSE OUR STATE DEPENDS ON IT. SO MAKING SURE THE ENDS MEETINGS MAKING SURE THE FUDGE BUDGET IS CORRECT AND TEACHERS AND STAFF ARE GETTING THE FUNDING THEY NEED TO BE ADEQUATELY STAFFED IS SOMETHING WE HAVE TO ADDRESS THIS YEAR.>>I WOULD LIKE TO CIRCLE BACK ON WHAT YOU TALKED ABOUT WITH THE INFLUX OF NEW PEOPLE COMING TO THE STATE. CENSUS LOOKS LIKE IT WILL COME IN AROUND 22 MILLION. MANY OF THESE FOLKS ALTHOUGH FLEEING STATES THAT HAVE HIGH TAXES REGULATIONS, WHEN THEY COME TO FLORIDA THEY BRING THAT SAME MENTALITY WITH THEM, IT’S VERY CONCERNING IF YOU LOOK AT FLORIDA AND TEXAS, THAT CLEARLY HAS LED THE NATION IN RESPONSIBLE GOVERNMENT, PAYING DOWN DEBT, NOT HAVING LOW — HAVING LOW TAXES QUALITY OF LIFE, WHY DO WE HAVE SUCH PA CHANGE, WE ARE SEEING IT IN THE SENATE WHERE WE POTENTIALLY COULD LOSE OUR MAJORITY AS REPUBLICANS HOW DOES THAT HAPPEN? HOW DO YOU — DO YOU PUT A SIGN UP AND HAVE PA TEST THAT SOMEONE TAKES BEFORE THEY COME ACROSS THE BORDER? IF YOU ARE LEAVING ONE THING DON’T BRING IT WITH YOU. WE WANT TO MAKE SURE WE DO WHAT’S RIGHT FOR THE PEOPLE OF FLORIDA. AND SEND THAT MESSAGE WE ARE DOING A GOOD JOB TAKING CARE OF THEIR TAXPAYER MONEY.>>INTERESTINGLY ENOUGH, THE REPORT I WAS REFERRING TO HEARD ON THE RADIO BEFORE COMING OVER HERE BUT NEW YORK, PEOPLE ARE LEAVING NEW YORK AND ILLINOIS AND OTHER PLACES TOO. BUT THOSE SEEM TO BE THE TWO MAIN THEY ARE TARGETING THE SUNSHINE STATES.>>HILARIOUS NEW YORK WHO HAS LESS POPULATION THAN FLORIDA HAS I BELIEVE 60% OF HIGHER STATE BUDGET THAN FLORIDA DOES. THAT TELLS YOU HOW THEY ARE TAXING THEIR CITIZENS EVERY DAY.>>IT WAS A COUPLE OF YEARS AGO WE SURPASSED NEW YORK IN POPULATION. CALIFORNIA, TEXAS AND FLORIDA. I MENTIONED HOT BUTTON ISSUES ROLLING TO 2020, WE HAVE AN AWFUL LOT OF QUESTIONS, OVERSEE HAVE DONE A GREAT JOB EMAILING US QUESTIONS. O SO I WILL GET GOING WITH THE QUESTIONS. LET’S BEGIN WITH A SLEWER QUESTION ON ABORTION. THE QUESTION IS, DO YOU SUPPORT THE PASSAGE OF HOUSE BILL 265 WHICH REQUIRES A PHYSICIAN TO HAVE WRITTEN NOTARIZED PARENTAL CONSENT BEFORE THEY CAN LEGALLY PERFORM AN ABORTION ON A MINOR? LET ME START WITH YOU.>>ABSOLUTELY YES. THERE SHOULD BE PARENTAL CONSENT WHEN IT COMES TO HAVING AN ABORTION. SOMETHING WE WORKED ON LAST YEAR. JUST COULDN’T GET ACROSS THE FINISH LINE, BOTH CHAMBERS BUT WE WILL BACK THAT AGAIN. FOR THE FACT BEING MEDICAL PROCEDURE A CHILD THAT IS 13, 14, 15, THEIR PARENTS SHOULD BE NOTIFIED ABOUT THAT PROCEDURE ESPECIALLY ABORTION. I 100 PERCENT SUPPORT IT.>>REPRESENTATIVE ANDRADE.>>I COULDN’T AGREE MORE. LAST YEAR MY FIRST SESSION WE WERE DEBATING THIS BILL AND AND UNTIL 2 A.M. THERE’S KNOW QUESTION TO SUPPORT THIS BILL. ONE THING MISS IN SOUTHERN STATES IS FLORIDA IS SPECIAL. THE FACT THAT IN THE LATE ’80s WE PASSED A CONSTITUTIONAL AMENDMENT SAYING THAT WE NOT ONLY HAVE A RIGHT TO PRIVACY, WE HAVE A RIGHT TO BE LEFT ALONE. WE HAVE A UNIQUE SET OF CASE LAW AND AS WE CONTINUE TO WORK TOWARDS PRESERVING THAT RIGHT TO LIFE WE HAVE TO TAKE THESE INCREMENTAL STEPS LIKE THIS PARENTAL CONSENT BILL TO WORK THROUGH CREATE NEW CASE LAW AND WORK TOWARDS THE SAME RIGHT TO LIFE OTHER SOUTH SOUTHERN STATES ARE WORKING ON NOW.>>SENATOR BROXSON.>>I CO-SPONSORED THAT BILL WITH SENATOR STARGIL TAKING ON THAT LOADS. SHE’S VERY EXCITED ABOUT IT. BUT LET ME PUT IT IN COMPARISON. IF YOUR CHILD HAS TO TAKE AN ASPIRIN THEY HAVE TO CALL HOME TO GET PERMISSION BUT THEY DON’T HAVE TO CALL HOME TO GET ABORTION. NO SENSE T ALL. THIS IS SIMPLY A COMMON SENSE APPROACH TO MAKING SURE WE TAKE CARE OF OUR CHILDREN AND DOING THE RESPONSIBLE THING.>>ANOTHER VIEWER QUESTION HERE. RECREATIONAL MARIJUANA. DO YOU SUPPORT THE LEGALIZATION OF RECREATIONAL MARIJUANA? BEGIN WITH REPRESENTATIVE ANDRADE.>>SO WHEN YOU TALK RECREATIONAL MARIJUANA YOU ARE TALKING ABOUT IS ALLOWING FOR THAT USE BUT WITHIN SOME TYPE OF GOVERNMENTAL FRAMEWORK. WE ALLOW FOR RECREATIONAL ALCOHOL USE BUT IT’S WITHIN A GOVERNMENTAL FRAMEWORK. SO THE QUESTION THAT WE HAVE TO GRAPPLE WITH, THIS SESSION AND SESSIONS IN FUTURE IS WHAT IS THAT REGULATORY FRAMEWORK LOOK LIKE AND HOW DO WE ENFORCE THAT? IF PEOPLE ARE STARTING TO BE LEGALLY USING MARIJUANA RECREATIONALLY, THEY ARE GOING TO BE DRIVING IMPAIRED POTENTIALLY. HOW DO WE ENFORCE THAT? DOWN THE LINE SAME WITH ALCOHOL. SO WORKING THROUGH THAT PROCESS IS SOMETHING WE WILL CONTINUE HAVING TO DO. BUT NO CURRENTLY, THE WAR ON DRUGS HAS BEEN A MASSIVE COST FOR TAXPAYERS. WE PAY WELL OVER $2 BILLION A YEAR TO OUR FLORIDA PRISON SYSTEMS. I’M WORKING ON CRIMINAL JUSTICE REFORMS THIS YEAR. THERE’S FLORIDA VOTERS HAVE SPOKEN ALREADY ALLOWING FOR MEDICAL USE OF MARIJUANA. ALLOWING FOR RECREATIONAL IS SOMETHING FLORIDA VOTERS I BELIEVE RIGHT NOW WILL SUPPORT BUT MAKING SURE REGULATORY FRAMEWORK IS IN PLACE IS SOMETHING WE AS LEGISLATORS NEED TO CONTINUE TO FOCUS ON.>>SENATOR BROXSON.>>THE DECISION WILL NOT BE OURS BUT BY VOTERS. THERE’S A BALLOT INITIATIVE THIS YEAR THAT WILL AMP UP USE OF MARIJUANA. WE WENT FROM MEDICAL MARIJUANA TO NOW RECREATIONAL. THOSE ARE ISSUES WE WILL MANAGE AND NOT HAVE TO VOTE ON FRANKLY. I THINK WE ARE MOVING MIGHTY FAST, IT’S A GOLD RUSH IN THESE STATES TO SEE NOT ONLY WHAT WE DO WITH THE PRODUCT BUT WHO WILL GROW IT, HOW IT WILL BE GROWN, WILL IT BE IN ANY WAY SAFE AND WILL THERE BE SAFETY GUARDS AROUND IT? SO IT’S A VERY COMPLICATED ISSUE. WE DEALT WILL THE HEMP LAST YEAR, HEMP HAS PRESENTED REAL OPPORTUNITIES BUT THERE’S A LOT OF PROBLEMS WE HAVE TO DO AS FAR AS WHAT WE DO TO PRODUCE IT AND GET IT TO THE MARKETPLACE. WE HAVE TO FIGURE THAT OUT, THERE’S GOING TO BE CRITICISM HOW WE DO IT HOW SLOW OR FAST WE GO. BUT IT IS SOMETHING THAT THE CITIZENS HAVE SPOKEN AND I% BELIEVE BASED ON WHAT WE SEE IN POLLING WE WILL PROBABLY SEE THOSE NUMBERS ABOUT WHAT THEY WERE FOR MEDICAL MARIJUANA.>>REPRESENTATIVE WILLIAMSON.>>THE KEY WORDS THAT’S BEEN SAID IS A COMPLICATED ISSUE AND THE FRAMEWORK HOW THINGS WILL BE PUT TOGETHER WILL BE EXTREMELY IMPORTANT. I’M WORRISOME, AS A BUSINESS OWNER HOW DOES THAT WORK WITH EMPLOYEES. ON THE JOB, DRIVING YOUR WORK VANCE OR SHOWING UP ON JOBS REPRESENTING YOUR COMPANY. HOW THAT WILL WORK, HOW THAT FRAMEWORK WOULD WORK, MEDICAL MARIJUANA, 100% ON BOARD VERY SUPPORTIVE OF MEDICAL MARIJUANA FROM THE BEGINNING AND WILL CONTINUE BUT LIKE REPRESENTATIVE ANDRADE AND SENATOR BROXSON, THAT FRAMEWORK AND HOW IT’S IMPLEMENTED IS VERY COMPLEX AND WILL BE THE DEVIL WILL BE IN THE DETAILS WHEN IT COMES TO THAT.>>SPEAKING OF MEDICAL MARIJUANA, ANOTHER VIEWER ASKS WOULD YOU PUBLICLY SUPPORT THE RIGHT OF CURRENT AND FUTURE MED CAM CANNABIS PATIENTS TO GROW THEIR OWN MEDICAL CANNABIS FOR STRICTLY PERSONAL USE?>>I DON’T KNOW WHAT THAT LOOKS LIKE. ONCE YOU START HAVING PERSONAL USE THAT YOU GROW YOUR OWN YES PROBABLY BE GROWING FOR YOUR NEIGHBORS IN YOUR SUBDIVISION. WITHOUT SOME REGULATION, IT’S GOING TO BE THE WILD WILD WEST. I DON’T THINK WE WANT TO SEE THAT.>>OPENING A PANDORA BOX IF YOU OPEN THAT UP. WHAT DOES THAT LOOK LIKE IN REGULATION AND BUT I DO FEEL THAT’S A PANDORA BOX.>>REPRESENTATIVE ANDRADE, ADD ANYTHING?>>IT’S NO APPLES TO APPLES, IT’S PES TO ORANGES. THERE’S A DISTINCTION. WE ALLOW FOR HOME BREWING OF BEER NOW AND I DON’T THINK ANYONE HAS EVER KNOCKED ANYBODY’S DOOR FOR HOME DISTILLING. IT WOULD BE SOMETHING TO THINK THROUGH A LITTLE MORE IN DEPTH AND CONSIDER THE CONCERNS AND DISTINCTIONS. I WOULDN’T SAY RIGHT NOW I’M OPPOSED TO IT, IT WOULD HAVE TO BE SOMETHING YOU HAVE TO THINK THROUGH A LITTLE MORE IN DEPTH WHETHER OR NOT IT IS SIMILAR TO WHAT WE ALLOW WITH HOME BREWING AND DISTILLING.>>HERE IS SOMETHING IN THE NEWS A LOT LATELY. VIEWER IS ASKING THE QUESTION TALKING ABOUT VAPING. SHE SAYS WILL YOU PLEASE MAKE SHUTTING DOWN THE — MAKE SHUTTING DOWN THE VAPING INDUSTRY IN FLORIDA, VAPE INDUSTRY IN FLORIDA A PRIORITY. MY SON WAS BORN AND RAISED IN PENSACOLA, LESS EIGHT YEARS AGO HE BEGAN VAPING AND KILLED HIM IN OCTOBER. IT IS NOT A SAFER ALTERNATIVE AND KILLING OUR CHILDREN FASTER THAN CIGARETTES. OF COURSE THAT’S BEEN ALL OVER THE NEWS. NATIONALLY. IT’S A PROBLEM. WHAT ARE YOUR THOUGHTS? ON SOME REGULATORY OR LEGAL ACTION? THANKFULLY THE FEDERAL GOVERNMENT GOT INVOLVED IN AND SENT A STRONG MESSAGE THEY WILL CONTROL IT FROM THE TOP. IT IS A PROBLEM. WE DON’T KNOW WHAT PEOPLE ARE VAPING. IT IS CERTAINLY SOMETHING FLORIDA HAS TO LOOK AT TO MAKE SURE WE TAKE CARE OF OUR CITIZENS AND MAKE SURE THAT THEIR HEALTH IS NOT INFLICTED BY SOME OF THESE HABITS.>>I WAS GOING TO SAY I’M LIBERTARIAN ON SOME ISSUES LIKE THIS. WE HAVE SEEN VAPING FIRST A MAJOR PROBLEM IN SCHOOLINGS AND HOW TO TACKLE THAT, GROWING UP IN HIGH SCHOOL, DIDN’T KNOW MANY PEOPLE THAT SMOKED, IT WAS TOUGH TO DO THAT ON HIGH SCHOOL CAMPUS. NOW YOU HAVE CHILDREN THAT CAN WALK INTO A BATHROOM, THEY CAN USE A VAPE PEN AND IT — UNLESS YOU CATCH THEM IN THE ACT THERE’S IN WAY TO KNOW IF IT’S HAPPENING TO IT IS A PROBLEM IN HIGH SCHOOLS. BUT AS SOMEBODY MORE LIBERTARIAN ON THESE TYPE ISSUES THERE’S PERSONAL RESPONSIBILITY AND YOU HAVE TO CHOOSE CERTAIN THINGS IN YOUR LIFE, THERE’S THINGS I CHOOSE AND OTHERS CHOOSE THAT MAY BE GOOD BAD OR INDIFFERENT BUT YOU HAVE THAT RIGHT AND YOU HAVE THAT — THE RIGHT TO CHOOSE WHAT YOU DO TO YOUR BODY. SOME DON’T WANT ANYBODY TO BRING DRINK BUT PEOPLE HAVE THE RIGHT TO MAKE THE CHOICE. THAT I’M AT FOR VAPING. THE MEDICAL ISSUES THAT ARISE HAS BEEN BLACK MARKET SO I THINK THERE’S LOT OF THINGS TO LEARN ABOUT VAPING AND THE THINGS IT MAY CAUSE BUT LOOK AT STUDIES THE NEGATIVE EFFECTS HAVE BEEN BLACK MARKET VAPING WHICH WE GOT TO FIGURE HOW TO TACKLE THAT BUT THE LEGAL VAPE MEN PENSACOLA ENS I DON’T SEE, HAVE SOMEBODY HAVE THAT CHOICE IF THAT’S WHAT THEY WANT TO DO, MAY NOT BE WHAT I DO OR REPRESENTATIVE OR SENATOR DOES BUT THEY HAVE THE RIGHT TO MAKE THE CHOICE.>>FIRST MY HEART GOES OUT TO MOTHER WHO SUBMITED THAT QUESTION. WHEN WE ARE SITTING IN TALLAHASSEE WHAT WE ARE DOING IS TRYING TO APPLY WHAT WE HOLD IN OUR OATH AND THE CONSTITUTION. TO WHAT WE BELIEVE IS IN THE BEST INTEREST OF FLORIDA VOTERS AND CON STIFF WENTS. WHEN YOU ARE TALKING — CONSTITUENTS. NICOTINE PRODUCTS ARE ALREADY HE WILL LITTLE TO SELL TO MINORS SO THE REAL ISSUE IS ENFORCEMENT AT THAT LEVEL BELOW 18. BELOW AGE MAJORITY. 18-YEAR-OLDS IN THE UNITED STATES RIGHT NOW ARE CONSIDERED ADULTS. THEY HAVE THE RIGHT TO VOTE. TO ENLIST IN MILITARY. THEY HAVE — THEY ARE IMBUED WITH EVERY CONSTITUTIONAL RIGHT OUR U.S. CONSTITUTION GRANTS TO THEM. SO WHEN WE DISCUSS AGE RESTRICTIONS FLOATED OUT BETWEEN LIKE SAYING YOU HAVE TO BE 21 YEARS OLD TO BUY NICOTINE, I DO TEND TO PUT MY LIBERTARIAN HAT ON FOR A MOMENT AND SAY WHAT IS THE PURPOSE? ARE WE TREATING 18-YEAR-OLDS LIKE ADULTS OR NOT? WHAT DISCUSSION SHOULD WE BE HAVING? WHEN YOU ARE TALKING A LOT OF PRODUCTS, ESPECIALLY THE LARGER PRODUCTS, TAKE UP A LARGER PORTION OF THE MARKET SHARE, THESE COMPANIES ARE BEING VERY RESPONSIBLE AND BEING TREATED LIKE CESSATION PRODUCTS FOR PEOPLE IN THAT AGE MAJORITY AND ABOVE. SO KNEE JERK REACTIONS RESPONSES TO INDIVIDUAL NEWS REPORTS,, THAT’S SOMETHING WE AS LEGISLATORS NEED TO TO BE WARY OF AND INTELLIGENT ON AND I NEED TO DIG INTO DETAILS TO DETERMINE AND HOW DO WE TREAT FLORIDATERS- ADULTS? I KNOW I PROBABLY HAVE A DIFFERENT PERSPECTIVE BECAUSE I’M 30. I’M DEFINITELY THE YOUNGEST PERSON HERE. BUT YOU TURN 18, YOU TURN 18 YOU HAVE THE RIGHT TO VOTE, YOU ARE AN AMERICAN ADULT CITIZEN IMBUED WITH EVERY FUNDAMENTAL RIGHT THE CONSTITUTION GIVES YOU. ANY TIME WE START IMPOSING AGE RESTRICTIONS BECAUSE WE BELIEVE YOU’RE TOO YOUNG AS ADULT, I’M GOING TO RAISE A RED FLAG AND DIG DEEPER BECAUSE I DON’T THINKS IN THE BEST IDEA.>>SOME WILL BE FLESHED OUT IN THE COURTS. ASKING THE QUESTION AND I’M NOT SAYING ONE WAY OR THE OTHER JUST SIMPLY ASKING DID THE COMPANIES TARGET UNDERGAUGE. THAT WILL BE INTEREST — UNDERAGE. THAT WILL BE INTERESTING TO WATCH AS AN ASIDE. WHILE ON SMOKING. SHOULD FLORIDA COUNTIES BE ALLOWED TO BAN SMOKING AT FLORIDA PARKS AND BEACHES? CAN’T SMOKE IN PARK OR BEACHES? ANY IDEA? PEOPLE RIGHTS NOTS TO HAVE TO INHALE SECOND HAND SMOKE FOR THAT MATTER THE LITTER. ARE WE GETTING TOO MUCH INTO PEOPLE’S BUSINESS?>>TO ME IT’S AN OVERSTEP TO SAY A COUPLE THAT GOES OUT TO THE BEACH AND WANT TO SHARE A DRINK OF WINE AND HUSBAND WANTS TO SMOKE A CIGAR, I DON’T THINK THE GOVERNMENT NEEDS TO BE MAKING THAT CHOICE FOR THEM. OF COURSE I DON’T WANT TO BE AROUND A LOT OF SMOKE MYSELF BUT STILL I WILL ALSO HAVE MY OWN RIGHT TO MOVE DOWN THE BEACH FURTHER TO WALK DOWN AND GET AWAY FROM IT. I THINK THATs OVERSTEP OF GOVERNMENT.>>ANYBODY ADD ANYTHING TO THAT?>>ONE POST GREATEST BEAUTIES ABOUT FLORIDA GOVERNMENT OVER PAST 20 YEARS, WE HAVE BEEN — ALLOWED OUR MARKET TO DICTATE WHERE WE WILL GO, WE HAVE BEEN RESPONSIBLE TAX WISE AND ALLOW PRIVATE CITIZENS TO MAKE DECISIONS. I AGREE REPRESENTATIVE WILLIAMSON, WHEN YOU START TRYING TO RESTRICT ON PUBLIC PROPERTY, YOU REALLY HAVE TO BE CAREFUL WHAT THE JUSTIFICATION IS AND IF THE CONSTITUTION ISN’T GRANTED YOU DOUBLY HAVE TO BE CAREFUL ABOUT WHAT THE JUSTIFICATION IS.>>VERY GOOD. MOVE ON. MINIMUM WAGE, SHOULD FLORIDA MINIMUM WAGE BE RAISED TO $15 AN HOUR?>>AGAIN THAT’S GOING TO BE A CONSTITUTIONAL INITIATIVE AND MAY NOT BE OUR DECISION TO MAKE. IF YOU ARBITRARILY RAISE MINIMUM WAGE YOU HAVE COST OF SERVICES INCREASE. SO YOU REALLY IMPOSING SOMETHING ON BUSINESSES THEIR PROFITABILITY. AS PUBLIC WILLING TO PAY MORE FOR PRODUCT BECAUSE THAT’S WHAT IT WILL COST IS MORE AS WE BUY THESE DIFFERENT THINGS WHETHER IT’S MCDONADS HAMBURGER OR WE GO TO THE DRUGSTORE.>>ANYBODY WANT TO ADD TO THAT?>>I’M GOING TO AGREE AND SAY WE SHOULDN’T ARBITRARILY INCREASE THE MINIMUM WAGE. WHEN YOU START TALKING ABOUT WHAT AFFECT THAT WOULD ACTUALLY HAVE, AND YOU DISCUSS THAT WITH EMPLOYERS, WHEN YOU START TALKING NEW TECHNOLOGY, THE QUESTION FOR MOST EMPLOYERS IS AM I GOING TO EXPEND FINANCIAL MEANS NECESSARY TOP SWITCH FROM EMPLOYEE TO NEW TECHNOLOGY? WILL IT COST ME MORE THAN TWO YEARS EMPLOYMENT? IF WE ARE GOING TO ALMOST DOUBLE MINIMUM WAGE WE WILL VASTLY INCREASE AND EXACERBATE QUESTION WHETHER OR NOT EMPLOYERS ARE GOING TO INVEST IN NEW TECHNOLOGY. YOU WILL RESULT IN LESS EMPLOYMENT. SO THE PEOPLE THAT ARE PUSHING THIS ISSUE ON THE CONSTITUTION AREN’T THINKING THIS IS GOING TO HURT PEOPLE WHO ARE RIGHT NOW MAKING MINIMUM WAGE AT JOBS THAT WILL BE REPLACED BY TECHNOLOGY IN THE FUTURE.>>I DON’T HAVE SIGNIFICANT THAT I CAN ADD TO WHAT SENATOR AND REPRESENTATIVE SAID BUT NO I WOULDN’T SUPPORT IT.>>THIS IS ACTUALLY QUESTION AT REPRESENTATIVE ANDRADE. REPRESENTATIVE ANDRADE SPONSORED HOUSE BILL 843 FOR ALIMONY REFORM. THIS WILL LEAD TO THE OTHER TWO HERE, WILL YOU BE SUPPORTING THIS LEGISLATION AND WILL YOU CO-SPONSOR?>>OH, MAN.>>NO PRESSURE.>>YOU WANT TO TALK ABOUT THE BILL?>>ABSOLUTELY. HOUSE BILL 843 IS A BILL TO TRY AND FIX ISSUES WE HAVE HAD IN ALIMONY LAW IN FLORIDA. ONE HASN’T BEEN REVISED IN 30 YEARS. ONE OF SIX STATES IN THE ENTIRE COUNTRY THAT ALLOWS PERMANENT ALIMONY. MEANING IF YOUN’T YOU WANT TO REFIRE IN STATE OF FLORIDA YOU HAVE TO ASK JUDGE PERMISSION TO REFIRE. IF THE JUDGE DETERMINES YOU ARE NOT ALLOWED TO REQUIRE YOU HAVE TO CONTINUE WORKING TO PAY ALIMONY. SO THE QUESTION IN FACT MY WIFE WHO MAKES MORE MONEY AS AN ATTORNEY TO ME NOW POSED TO ME, WE STAYED A MARRIED AND I WANTED TO RETIRE, COULD I ASK A JUDGE JUDGE THE FORCE YOU TO WORK TO INCREASE THE INCOME. THE BILL IS WELL MEANING. I HAVE HEARD FROM PRACTITIONERS IN PANHANDLE AND FAMILY LAW AND FUDGIER JUDGES WHO SERVED IN FAMILY LAW WHO SAY WE NEED MORE GUIDELINES AND INSTRUCTIONS, SO THAT PEOPLE WHO ARE GOING THROUGH PROBABLY ONE OF THE MOST DIFFICULT TIMES IN THEIR LIFE CAN PREDICT OUT WHAT THE RESULTS WILL BE ON ALIMONY, ON TIMESHARING WITH CHILDREN, WHO SHOULD 100% BE THE MAJOR POE CUSS IN ANY DIVORCE PROCEEDING AND REDUCE THE AMOUNT THE PAY TO ATTORNEYS TO FIGURE IT OUT BECAUSE PEOPLE ARE LOSING SIGNIFICANT SWATHS OF THEIR PERSONAL INCOME AND VALUE IN PAYING ATTORNEYS TO TRY TO LITIGATE ISSUES THAT SHOULD BE FAR MORE PREDICTABLE IN A STATE THE SIDES OF FLORIDA.>>ALIMONY REFORM IS THE QUESTION NO MARRIED LEGISLATOR WANTS TO ANSWER ON TV SO WE APPRECIATE THE CALLER. THANK YOU. AS THE WIFE IS PUG THE KIDS TO BED NOW. I HAVE NOT LOOKED AT THE BILL, SORRY FOR REPRESENTATIVE ANDRADE BUT I THINK IT’S SOMETHING, THERE NEEDS TO BE REFORM THERE. LIKE ANYTHING WE DO DEVIL IS IN THE DETAILS AND WE HAVE TO LOOK HOW THAT’S IMPLEMENTED AND LOOK FORWARD TO LEARNING ABOUT IT FROM THE REPRESENTATIVE FROM PENSACOLA.>>WE ACTUALLY PASSED THROUGH THE HOUSE AND THE SENATES SEVERAL YEARS AGO GOVERNOR SCOTT DETAILED THE ALIMONY BILL SO WE PROBABLY HAVE TO ASK GOVERNOR DESANTIS WHAT HE THINKS ABOUT IT.>>VERY GOOD. T BY THE WAY IF YOU WOULD LIKE TO SUBMIT A QUESTION, YOU CAN DG OR JUST LIKE TO CALL IN, FEEL FREE TO DO SO AND THEY WILL RELAY THE QUESTION TO ME. NUMBER IS MAXIMUM NUMBER 1-800-239-WSRE OR (850)484-1223. WE ARE BEING SEEN ON TELEVISION AND ALSO HEARD ON RADIO ON NEWS RADIO 92.3 FM AND AM 1620, THANKS TO OUR PARTNERS FOR THAT ENDEAVOR. NEXT QUESTION FROM VIEWER, DO YOU SUPPORT SENATE BILL 1308 ALLOWING A JUDGE TO REVIEW THE SENTENCES OF CERTAIN OFFENDERS CONVICTED UNDER AGE 25 THE GOAL OF THIS BILL IS TO REDUCE ACCORDING TO THE VIEWERS HERE, THE GOAL IS TO REDUCE FLORIDA PRISON POPULATION OF 95,000 INMATES. SENATOR BROXSON, COMMENT>>I SPOKE WITH SENATOR TODAY HE’S MOVING THOSE ISSUES ALONG. ‘S CALLED THE SECOND LOOK BILL. DO WE AS A PERSON WHO IS 16, 18, 19, DO THEY HAVE POTENTIAL CHANGING WHEN THEY BECOME A RESPONSIBLE ADULT? SURVEYS AROUND THE COUNTRY SAY THEY DO HAVE A GOOD POTENTIAL UNLESS YOU KEEP THEM IN JAIL, THEN BECOMES MORE COMPLICATED BECAUSE BEHAVIOR CHANGES. I THINK WE HAVE TO DO SOMETHING. WE WILL BE FACING OVERPOPULATION SOON. WE CERTAINLY ARE UNDERSTAFFED IN THE PRISON SYSTEM BY ABOUT 30%. SO WE KNOW HOW TO SEND PEOPLE TO JAIL, WE HAVE TO FIND PEOPLE TO TAKE CARE OF THEM, AND IF WE CAN FIND THE WAY TO GET THE ONES THAT NEVER COMMIT A CRIME BACK INTO SOCIETY, WE SHOULD CONSIDER THAT OPTION.>>I DON’T KNOW THE SPECIFICS ON THAT BILL BUT IN THE PAST WHEN DISCUSSED WE ARE TALKING NON-VIOLENT. SO I THINK IT’S SOMETHING WE NEED REFORM THERE AND WE JUST HAVE TO LOOK AND MAKE SURE WE OBVIOUSLY WE WANT PEOPLE ON THE STREETS WHO ARE GOING TO — DON’T WANT THEM ON THE STREETS WHO HURT OTHERS IN SOCIETY BUT THERE ARE PEOPLE WHO DESERVE SECOND CHANCES, THINGS PEOPLE DO WHEN THEY ARE 16, 18, 20, THAT DOESN’T DEFINE WHO THEY ARE AS A PERSON THE REST OF THEIR LIFE AND SHOULDN’T.>>AND BEFORE I GET TO YOU, REPRESENTATIVE ANDRADE Z ANOTHER VIEWER HAD WRITTEN IN AND ASKING ABOUT HOUSE BILL 339 DRUG TRAFFICKING OFFENSES WHICH I BELIEVE YOU SPONSOR SO DOVE TAILING INTO THAT. TALK ABOUT THAT. AND THEN YOUR THOUGHTS.>>ABSOLUTELY. WE TOUCHED ON IT AND SENATOR BROXSON AND REPETITIVE WILLIAMSON ANALYZED IT IT VERY WELL JUST NOW. ONE MAIN REASON I ASKED THE SPEAKER TO LET ME SERVE ON THE JUSTICE SUBCOMMITTEE THIS SESSION OPPOSED TO LAST SESSION, BECAUSE I CARE DEEP ABOUT THIS ISSUE. THAT’S WHILE I FILED HOUSE BILL 339 WHICH WORKS TO ROLL BACK SOME OF THE MANDATORY MINIMUM SENTENCING PROCESSES THAT WE HAVE IN FLORIDA. THE GAME IS RECIDIVISM. IF WED ARE CONSERVATIVE REPUBLICANS WE HAVE TO MAKE SURE WE ANALYZE AND SPEND TAXPAYER DOLLAR IT IS BEST WAY POSSIBLE. FOR THOSE AT HOME, RECIDIVISM IS THE RATE AT WHICH PEOPLE WHO ARE INCARCERATED AND ARE RELEASED RETURN BACK TO PRISON. RIGHT NOW IN FLORIDA, WITH OUR ALMOST 100,000 PRISONERS WE HAVE SERVING IN STATE PRISONS THAT DOESN’T INCLUDE STATE — COUNTY JAILS, WE HAVE 30% PEOPLE WHO ARE RELEASED RETURN BACK TO PRISON WITHIN THREE YEARS AND ALMOST 60% RETURN BACK IN SIX. HOUSE BILL 339 AERODRESSES DRUG TRAFFICKING — ADDRESSES DRUG TRAFFICKING. LIKE REPRESENTATIVE WILLIAMSON SAID FOCUSING ON NON-VIOLENT DRUG TRAFFICKING. WE KNOW WITH DATA THAT WHEN YOU SENTENCE SOMEONE TO 15 YEARS FOR DRUG TRAFFICKING OVENS THEY ARE NOT GOING TO COME BACK AFTER THEY ARE RELEASED. WE ALSO KNOW THEY ARE FAR LESS RISK IF WE RELEASE THEM WITHIN 8 YEARS RETURNING BACK BECAUSE THESE TYPES OF DRUG TRAFFICKING OFFENSES BORNE OUT BY DATA INDICATE THAT THE PEOPLE WHO ARE SENTENCED ONCE RELEASE THEY DON’T REVIEW LATE THEY BECOME CONTRIBUTING MEMBERS OF SOCIETY. SO I’M EXCITED, WE HAVE HAD LEGISLATORS BRAVE IN THE PAST, REPRESENTATIVE CHRIS BROWSE WHO WILL TAKE OVER AS SPEAKER IN THE NEXT SESSION AFTER THIS ONE HAS BEEN A MAJOR CHAMPION OF COLLECTING DATA AND MAKING SURE WE ARE MAKING DATA DRIVEN POLICY DECISIONS IN THE CRIMINAL JUSTICE CONTEXT. SENATOR BRADLEY ALSO CHAMPIONS IN THE PAST. FLORIDA, I’M EXCITE TO SEE FLORIDA IN THE NEAR FUTURE REALLY BE TREND SETTER ACROSS COUNTRY WHEN IT COMES THE MAKING BETTER CRIMINAL JUSTICE POLICY DECISIONS. I’M EXCITED THE HOPEFULLY PLAY A ROLE.>>VERY QUICKLY, TEXAS DID A STUDY THEY SPENT A LOT OF MUST – MONEY ON AND TIME. THERE SAID THIS ABOUT PRISONS. THREE TYPES. THOSE THAT CANNOT BE HELPED, ABOUT A THIRD OF THE PRISONERS THEY WILL NEVER BE REHABILITATED. THERE’S THE ONES IN THE MIDDLE THAT HAVE SOME CHANCE OF REHABILITATION. AND THEN THERE’S A THIRD THAT WOULD NEVER BE GOING BACK TO PRISON AGAIN. THE PROBLEM IN FLORIDA, WE DON’T DICHOTOMIZE THEM, DO TO OUR RECEPTION CENTERS WHICH IS WHAT THE COUNTY JAIL SENDS A ADJUDICATED PRISONER TO, MUCH DECISION WHERE THEY END THE SENTENCE OR START OF THEIR SENTENCE IS BASED ON MAY HAVE WHAT ARE THAT WEEKEND, NOT ON CRIME BUT ON BEHAVIOR. SO WE HAVE TO DO A BETTER JOB MAKING SURE THAT THIRD THAT WOULD NEVER COME BACK DOESN’T END UP IN PLACES TO CAUSE THEM TO CHANGE BEHAVIOR THE REST OF THEIR LIFE AND NEVER BE PRODUCTIVE CITIZEN. WE ARE DIGGING INTO THAT, WE HAVE TO DO SOMETHING IMPORTANT. I WILL GUARANTEE YOU THE THREE OF US GET MORE CALLS ON PEOPLE LOVED ONES AND PRISESES THAN ANY OTHER SUBJECT WE DEAL WITH. AND WE HAVE GOT TO DO A BETTER JOB MAKING SURE WE ARE DOING IT RIGHT.>>MOVE ON TO GUN SAFETY AND GUN LAWS. -PARTICULAR QUESTION WAS TARGETED FOR REPRESENTATIVE HILL, HE WAS UNABLE TO JOIN US SO WE WILL THROW IT OUT TO YOU HERE BUT VIEWER ASKED AS THE BATTING OVER GUN SAFETY MEASURES CONTINUE TO ESCALATE, WHAT IS YOUR OPINION OF THE NRA BACKED LAW THAT FOR BIDS COMMUNITIES UNDER OF STIFF PENALTIES MAKING REGULATIONS THAT PROMOTE GUN SAFETY AND SECURITY MEASURES?>>I’LL TACKLE THAT. TO ME THERE SHOULD BE PREMIUMS AT STATE LEVEL. YOU SHOULDN’T DRIVE FROM PENSACOLA TO KEY WEST AND THROUGH EVERY COUNTY OR EVERY CITY MUNICIPALITY OR SHOPPING DISTRICT OR WHATEVER, THERE SHOULDN’T BE A DIFFERENT SET OF LAWS WHEN IT COMES TO YOUR GUN RIGHTS. THE FRAMEWORK SHOULD BE STATE LEVEL, SHOULD BE CONSISTENT AND IF SANTA ROSA COUNTY HAD SOMETHING DIFFERENT THAN ESCAMBIA AND OKALOOSA YOU BECOME A CRIMINAL IN SANTA ROSA COUNTY BUT NOT ESCAMBIA, THAT MAKES NO SENSE WHEN IT COMES YOUR GOD GIVEN RIGHT SECOND AMENDMENT RIGHT SHOULD BE THE FRAMEWORK SET AT STATE LEVEL TO ME.>>I KNOW YOU WILL TALK ABOUT GUNS A LOT IN SESSION THIS YEAR. WE HAD THE AWFUL TRAGEDY AT NAVAL AIR STATION PENSACOLA. APPARENTLY, THE SHOOTER ACQUIRED THE GUN THROUGH A LOOP HOLE. CAN YOU TALK ABOUT THAT AND HOW IT’S ADDRESSED IN TALLAHASSEE THIS YEAR?>>THE LOOP HOLE IS WHENEVER YOU PURCHASE A GUN THERE’S A SET OF QUESTIONS. I CAN’T REMEMBER WHICH IT IS BUT IT SAYS IF YOU ARE A U.S. NATIONAL I BELIEVE YOU CAN MARK YES FOR U.S. CITIZEN. SO THAT’S THE LOOP HOPE, THAT WILL BE RESOLVED FEDERALLY, NOTHING WE CAN DO HERE IN THE STATE OF FLORIDA BUT IT WILL BE LOOKED T AT A FEDERAL LEVEL.>>ONE ISSUE WAS HE APPLIED FOR HUNTER SAFETY COURSE AS WELL AS AND HE HAD A CARD SAYING HE PASS THE FLORIDA HUNTER SAFETY COURSE. FLORIDA IS A UNIQUE POSITION IN THE FACT CONSTITUTIONALLY WE HAVE THE FISH AND WILDLIFE CONSERVATION COMMISSION. IT’S A GOVERNOR APPOINTED BOARD THAT CREATES LAWS. NOT THE LEGISLATURE BUT CREATE LAWS ON THE TOPIC. SO I THINK THAT AS MINUTE LEVEL THERE MIGHT BE MYYOUR CHANGES AT STATE LEVEL, IT DOES NEED TO BE HANDLED FEDERAL LEVEL. I WANT TO MAKE A NOTE AND SAY I APPRECIATE GOVERNOR DESANTIS RESPONSE TO SHOOTING. HE DIVERTED THE PLANS AND CAME STRAIGHT TO PENSACOLA. HE DISCUSSED IMMEDIATELY SAUDI ARABIA NEEDS TO WORK TO MAKE THE FAMILIES AND VICTIMS WHOLE. ON SUNDAY HE CAME BANG TO ESCAMBIA COUNTY. HE CAME AND SPOKE AT OUR EOC EMERGENCY OPERATION CENTER AND HE SAID THAT THE SECOND AMENDMENT HE’S A FERVENT DEFENDER AND BELIEVER IN SECOND AMENDMENT BUT APPLIES TO AMERICAN CITIZENS. SO I HOPE THAT MESSAGE IS CARRIED TO THE FEDERAL GOVERNMENT AND I HOPE WHILE WE — I BELIEVE ALL THREE OF US UP HERE ARE STAUNCH BELIEVERS IN THE SECOND AMENDMENT THE FEDERAL GOVERNMENT MAKES SURE THAT KIND OF MISTAKE DOESN’T HAPPEN AGAIN.>>THE PRESIDENT OF THE SENATE SENT OUT A PRESS RELEASE TODAY ON OPENING DAY BEFORE WE CONDUCT ANY BUSINESS WE WILL HOLLER THE THREE FAMILIESES THAT LOST A SON AND WE WILL HAVE THE ESCAMBIA COUNTY SHERIFF DEPARTMENT, HIGHWAY PATROL THERE TO HOP NOR THEM THE ONE — HONOR THEM THAT WERE SHOT AND WHO PARTICIPATED WHAT A POWERFUL STATEMENT WE MADE TO THE STATE HOW TO RESPOND TO A TRAGEDY. THESE MEN AND WOMEN WITHOUT NOTICE OR KNOWLEDGE WHAT WAS HAPPENING INSIDE THAT CLASSROOM WENT DIRECTLY TO THE FIRE. AND THAT IS SUCH AM ACT OF COURAGE, MANY OF US WOULD NOT DO THAT. WE WANT TO STAND UP AS A SENATE AND I’M SURE THE HOUSE AND TELL THEM THANK YOU FOR WHAT YOU DO, THANK YOU FOR YOUR WILLINGNESS TO NOT GO HOME AT NIGHT AND BE WITH YOUR FAMILY BECAUSE YOU ARE DOING WHAT HAS TO BE DONE. THEY DID. THEY DID A GREAT JOB, THEY SAVED LIVES AND WE WILL HONOR THEM AND SHERIFF MORGAN WILL SEND A CONGRATULATIONS TO HIM FOR TRAINING THAT HE GAVE HIS PEOPLE TO BE ABLE TO PERFORM AT SUCH HIGH LEVEL.>>I WANT TO ECHO THE SPEAKER SET ASIDE TIME ON OPENING DAY SESSION TO HAVE A MOMENT OF SILENCE FOR ESPECIALLY THE THREE YOUNG MEN WHO DIED ON BASE THAT DAY, JOSHUA WATSON, M OHAMADD AND WALTERS. IT’S INCREDIBLE TO SEE THE RESPOND PENSACOLA HAD. I DON’T THINK AFTER SEEING WHAT OCCURRED IN 2016 WITH CAPTAIN JEFF WITH THE BLUE ANGELS WE WOULD HAVE EXPECTED ANYTHING DIFFERENT WITH A COMMUNITY LIKE PENSACOLA. TO SEE THE COMMUNITY RALLY AROUND THOSE FAMILIES AND THE FAMILIES OF EVERY VICTIM HAS BEEN INCREDIBLE.>>I WANT TO SAY TOO,INGS HOW IMPRESSIVE HOUR FIRST RESPONDERS ARE AND WERE IN THAT SITUATION, LAW ENFORCEMENT, THE EMERGENCY MEDICAL — EVERYONE INVOLVED IN THAT. IT REALLY — IT GIVES YOU A GREAT SENSE OF PRIDE HOW TOP NOTCH FIRST CLASS FIRST RESPONDERS IN NORTHWEST FLORIDA ARE.>>AS YOU KNOW, WE HAD A TRIAL DEALING WITH THE BEHAVIOR OF WHAT HAPPENED IN BROWARD COUNTY WITH PARK LAND. TO SEE THE COMPARISON HOW WE RESPONDED AND HOW THEY RESPONDED THERE, IS SUCH A TESTIMONY TO THE QUALITY OF PEOPLE THAT WE HAVE HERE AND LAW ENFORCEMENT.>>AGREE. MOVING ON, CONTINUING ON BECAUSE WE HAVE SEVERAL QUESTIONS ABOUT GUNS AND GUN LAWS. DO YOU SUPPORT ALLOWING CONCEALED WEAPON PERMIT HOLDERS TO HAVE GUNS ON COLLEGE AND UNIVERSITY CAMPUSES? THAT’S SOMETHING JOSTLED BACK AND FORTH FOR A FEW YEARS, GUESS IT WILL BE ON THE ON DECK CIRCLE THIS YEAR.>>SO JEFF AS SOMEWHAT OF A REALIST I WILL SAY IT WILL BE DIFFICULT ONE TO PASS BUT ONE AGAIN ONE MAIN REASON I ASKED THE HOUSE TO ALLOW CRIMINAL JUSTICE SUBCOMMITTEES IS TO HAVE THESE DEBATES. I BELIEVE WE SHOULD HAVE PEOPLE TOLL HAVE CONCEAL CARRIED FIREARMS ON PUBLIC PROPERTY. I’M A FUNDAMENTAL BELIEVERRER IN SECOND AMENDMENT. I DON’T THINK RESTRICTIONS WELL THOUGHT OUT SHOULD BE IMPOSED AND I BELIEVE ANY KIND OF RESTRICTION IN THAT ORDER SHOULD BE HEAVILY SCRUTINIZED BEFORE FINE YES, I WOULD SUPPORT THAT BILL.>>ANYBODY ELSE COMMENT?>>YOU HAVE TO KEEP IN MIND THESE CAMPUSES, REALLY THE WRONG WORD TO MANY LARGE CAM PUTS. THEY ARE SMALL CITY — CAMPUSES. THEY ARE SMALL CITIES AND TELL PEOPLE THEY DON’T HAVE THE RIGHT TO PROTECT THEMSELVESES IS A POWERFUL STATEMENT AND THAT WILL BE THE DEBATE. THE COLLEGE PRESIDENTS WILL WEIGH IN ON IT AND HOPEFULLY WE WILL COME UP WITH GOOD PUBLIC POLICY THAT MAKES SENSE.>>REPRESENTATIVE WILLIAMSON.>>I SUPPORT A BILL TO ALLOW PEOPLE TO CARRY ON CAMPUS.>>ANOTHER ONE. REGARDING GUNS. DO YOU SUPPORT HOUSE BILL 6003 REPEALING THE POST RESTRICTIONS ON GUNS INCLUDING RAISING-MINIMN FIREARM PARKASst CHIASES AND MAKING IT’S YEAR TO INVOKE RED FLAG OF THOSE SUFFERING FROM MENTAL ILLNESS?>>THE PARKLAND BILL WAS COMPLICATED NORTHED TO REMEMBER THE PEOPLE THAT SERVED IN THE STATE ARE NOT REPUBLICANS CONSERVATIVE FROM THE PANHANDLE. WE HAVE PEOPLE IN SOUTH FLORIDA THAT WOULD HAVE HAD 28 AMENDMENTS ADDED TO THE PARKLAND BILL THAT WOULD HAVE RESTRICTED EVERY GUN RIGHT IN THE STATE SO IT WAS A MAX MIXED BAG. OUR KIDS TODAY ARE SAFER THAN THEY HAVE BEEN EVER BEEN. WE HAVE OFFICERS AT MOST EVERY SCHOOL AND BY THE TIME WE GET THROUGH NEXT YEAR, WE WILL HAVE BOTH PRIVATE AND PUBLIC SCHOOLS. YOU CAN BE ASSURE AS A PARENT WE ARE DOING EVERYTHING WE CAN TO MAKE SURE YOUR CHILD GETS OFF THAT BUS IN THE AFTERNOON AND DOES NOT — WON’T BE IN HARMS WAY.>>IT WAS A COMPREHENSIVE BILL, I THINK THERE WAS GOOD THINGS, THERE WERE THINGS I DIDN’T LIKE OBVIOUSLY I VOTED AGAINST THE BILL AND REALLY MY STICKING POINT WAS THAT 18 TO TO 21 RAISE WHEN IT COMES TO GUNS. I FELT AS SOMEBODY WHO REPRESENT AS LOT OF HUNTERS AND PEOPLE GROWING UP HUNTING AND 19-YEAR-OLD SHOULD BE ABLE TO BUY THAT SHOTGUN TO GO BIRD HUNTING AND THE 20-YEAR-OLD SHOULD BE ABLE TO HAVE A FIREARM IN THEIR HOUSE TO DEFEND THEMSELVES IF SOMEBODY BROKE IN SO THAT WAS MY STICKING POINT BUT THERE WAS GOOD THINGS THAT MAKE FLORIDA AND SCHOOLS SAFER BUT I CERTAINLY WOULD SUPPORT SOMETHING TO PUT THE AGE TO 18 INSTEAD OF 21. I DON’T SEE IT PASSING THIS YEAR AND MY PERM OPINION IS IT WON’T. BUT I WOULD SUPPORT CHANGE BACK FROM 18 INSTEAD OF 21.>>LET ME BACKTRACK HERE A LITTLE BIT ON A SUBJECT WE HAD TALKED ABOUT EARLIER ON MEDICAL MARIJUANA. WE HAD SOMEBODY WHO CALLED IN SINCE WE HAVE BEEN ON THE AIR. THIS IS IMPORTANT TO HIM OBVIOUSLY BECAUSE HE’S CALLED IN A COUPLE OF TIMES. BUT HE SAYS HE WANTS TO BASICALLY KNOW WHAT YOU SUPPORT LEGISLATION TO MAKE MARIJUANA AFFORDABLE TO POOR CITIZENS. HE SAYS I’M DISABLED AN DON’T WANT TO BE ON OPIOIDS FOR PAIN. THAT IS AN INTERESTING SITUATION BECAUSE WE — THE OPIOIDS DILEMMA HAS BEEN IN THE NEWS AND THE ISSUES SURROUNDING THAT AND MEDICAL MARIJUANA IS LEGAL. IS THERE SOMETHING YOU WOULD BE SUPPORT FOR PEOPLE WHO PERHAPS DON’T NECESSARILY HAVE THE MEANS TO GO OUT AND GET MEDICAL MARIJUANA?>>WE ARE GOING TO — WE DEAL WITH INSURANCE ISSUES EVERY SESSION. THAT QUESTION BEGS IS HOW WOULD YOU FUND IT? OBVIOUSLY THE GOVERNMENT IS NOT GOING TO SUBSIDIZE PRIVATE PRODUCT. THE QUESTION WILL BE RIGHT NOW IS THERE A REGULATORY FRAMEWORK THAT PROHIBITS MEDICAL INSURANCE COMPANIES FROM PROVIDING COVERAGE FOR THAT TYPE OF MEDICINAL USE. AND WHAT ARE THE FEDERAL RESTRICTIONS ON MEDICARE, MEDICAID, SUBSIDIES AND COVERAGE FOR THAT. THAT IS A VERY COMPLICATED QUESTION. APPLAUD THE GENTLEMAN WHO CALLED IN AND ASKED IT. WOULD I SUPPORT A GOVERNMENT SUBSIDY ON GENERAL REVENUE NO. BUT WHAT WOULD I CONSIDER AND% WORK THROUGH AND SPEND TIME TO MAKE SURE THAT INSURANCE COMPANIES AREN’T PROHIBITED FROM THAT COVERAGE AND MAKING SURE WE AT STATE LEVEL WHATEVER CAPACITY WE PARTICIPATE WITH MEDICAID MEDICARE ALLOW FOR THAT USE BECAUSE WE HAVE A CONSTITUTIONAL RIGHT TO MEDICAL MARIJUANA? YES, I COMMIT THAT TIME TO, WORKING ON THAT POLICY.>>WHEN YOU LOOK AT ACCESS TO HEALTHCARE WE WANT TO MAKE SURE CITIZENS HAVE THAT AND THEY CAN GET PRESCRIPTION DRUGS AND WHETHER THAT BE PHARMACEUTICAL AND WHETHER THAT BE MEDICAL MARIJUANA, WE WANT TO MAKE SURE PEOPLE HAVE ACCESS TO IT AND IF THEY NEED MEDICINE, THEY CAN GET IT. I DON’T THINK IT SHOULD BE SUBSIDIZED BUT WE WANT TO MAKE SURE PEOPLE GET WHAT THEY NEED FOR THEIR HEALTH.>>OKAY. SENATESOR BROXSON.>>NEW LAW, NEW PHENOMENON IN FLORIDA, THAT WILL BE WORKED OUT. I KNOW A PERSON IN PAIN THAT NEEDS THE PRODUCT THAT DOESN’T HELP THEM TODAY BUT EVENTUALLY HOPEFULLY SOON FLORIDA WILL FIGURE OUT WHY THIS IS A PART OF THE PHARMACEUTICAL SOLUTIONS FOR POPULATION.>>VIEWER FROM DOWN IN NICEVILLE, FLORIDA, WE APPRECIATE YOU WATCHING. WHAT IS BEING DONE TO GIVE FELONS BACK THEIR RIGHT TO VOTE WHICH PASSED IN 2018 AND IS SHE SAYS THREE DISTRICTS ARE WORKING TO ACTIVELY IMPLEMENT REPUBLICAN DISTRICT VERSUS FAILED TO IMPLEMENT. WHY?>>I LOVE THIS QUESTION. SO FIRST AMENDMENT 4 IS WHAT YOU ARE TALKING ABOUT. POLLING ACROSS THE STATE IS CONDUCTED SINCE AND OVER 80% PEOPLE WHO VOTED FOR AMENDMENT 4 UNDERSTOOD AMENDMENT 4 TO MEAN YOU HAVE YOUR RIGHT TO VOTE BACK AFTER YOU SERVED THE TERMS OF YOUR SENTENCE AND FADE ALL FINES AND FEES ATTENUATED WITH YOUR SENTENCE. THAT WAS THE BILL WE PASSED LAST YEAR TO IMPLEMENT. THAT CONSTITUTIONAL AMENDMENT. IT’S GOT SIGNIFICANT BLOW BACK, MANY TIMES UNFAIR BLOW BACK. BECAUSE THIS WASN’T A BILL WE CRAFTED. THIS WAS A CONSTITUTIONAL AMENDMENT PUT ON THE BOLL LAT. I VISITED PRISONS, I I KNOW REPRESENTATIVE WILLIAMSON VISITED PRISONS. I KNOW SENATOR BROXSON VISITED PRISONS. I WANT TO HAY SURE EVERYONE ODE ASSURE THE MILLIONS OF VIEWERS AT HOME THAT REPUBLICANS ARE NOT DOING ANYTHING TO TRY AND DISENFRANCHISE VOTERS WHEN THEY COME OUT OF PRISONS. WHAT WE ARE TRYING TO DO IS ENACT A CONSTITUTIONAL AMENDMENT THAT WAS PUT ON THE BALLOT AND TRYING TO INTERPRET WHAT IT MEANS. AND WHAT WED HAVE TO INTERPRET WHAT IT MEANS IS THE POLLING DATA PEOPLE VOTED FOR AND THE SUPREME COURT ARGUMENTS MADE BY PEOPLE WHO PUT THIS ON THE BALLOT INITIALLY. AND EVERYONE BETWEEN POLLING DATA OVER 80% FLORIDA VOTERS AND PEOPLE WHO MADE THIS ARGUMENT AT THE FLORIDA SUPREME COURT IS ONCE YOU PAY YOUR RESTITUTION AND SERVED YOUR TIME YOU SHOULD BE ENTITLED TO VOTE AGAIN. WE ABSOLUTELY WANT THE MAKE SURE YOU HAVE THE RIGHT TO VOTE AGAIN. BUT WE HAVE TO MAKE SURE THAT WE ARE BEING RESPONSIBLE LEGISLATORS IN TALLAHASSEE AND NOT SELF-IMPOSING OUR SUBJECTIVE INTERPRETATION OF CONSTITUTIONAL AMENDMENT WHAT THE VOTERS TOLD US TO DO.>>ANYBODY ADD TO THAT? IF NOT I’LL MOVE TO THE NEXT QUESTION. WE ARE SHORT ON TIME, I WANT TO GET COUPLE MORE IN. DO YOU SUPPORT THE PASSAGE OF HOUSE BILL 195 WHICH PROHIBITS A GOVERNMENT AGENCY THAT RECEIVES PUBLIC RECORDS REQUEST TO FILE A CIVIL LAWSUIT AGAINST THE INDIVIDUAL WHO MADE REQUEST?>>I VOTED FOR IT SO YEAH. AS I DO REPRESENT MUNICIPALITY HERE IN THE PANHANDLE. WHAT YOU ARE TALKING ABOUT IS LOCAL GOVERNMENT IN SOUTH FLORIDA, WE HAVE GREAT LOCAL ACTING GOVERNMENTS IN PANHANDLE. YOU HAVE BOOTHS IN SOUTH FLORIDA INSTEAD OF ASKING THE ATTORNEY GENERAL OF FLORIDA OR FIRST AMENDMENT FLORIDA, WHETHER OR NOT SOMETHING IS SUBJECT TO PUBLIC RECORDS REQUEST IS MAKE FILING A LAWSUIT AND MAKING SOMEONE WHOP HAVE PUBLIC RECORDS E REQUEST HIRE A LAWSUIT. THERE’S TWO FREE OPTIONS FAR MORE EFFECTIVE ANSWERING THE QUESTIONS THAT SOME LOCAL GOVERNMENTS HAVE BEEN TRYING TO DO, YES, I VOTED FOR THE BILL THIS YEAR.>>ANYBODY ELSE ADD TO THAT? GREAT QUESTION FROM VIEWER DOWN IN DESTIN, FLORIDA, WE APPRECIATE YOUR WATCHING. I WILL THROW THIS OUT, KEEP IN MIND I HAVE EIGHT MINUTES LEFT BUT FEEL FREE TO ELABORATE. I THINK THE GENTLEMAN ASKED WONDERFUL QUESTION HOW WILL YOU GAUGE YOUR SUCCESS THIS SESSION? SENATOR BROXSON.>>WE ALWAYS, I HAVE NEVER GAUGED SABLING SYCES NECESSARILY ON THE LEX LESION THAT — LEGISLATION WE PASS. ‘S ON MY CONSTITUENTS. WHEN WE GET BACK HOME AND STAFF AND ME PERSONALLY HAS TO DEAL WITH SOME OF THE ISSUES, SO I JUDGE MY SUCCESS ON HOW IT’S IMPACTING PEOPLE HOME, GOOD OR BAD. WE WILL ALWAYS HAVE BILLS, WE WILL HAVE MORE THAN 2000 BILLS PRESENTED THIS YEAR, VERY FEW WILL PASS, BUT THE ONES THAT WILL PASS WILL BE SOMETHING THAT WON’T BE A BURDEN ON PEOPLE OF THE STATE.>>REPRESENTATIVE WILLIAMSON.>>OBVIOUSLY ANYTHING WE DO PASS MAKE SURE IT DOESN’T STEP ON THE TOES OF FREEDOM AND LIBERTY FOR PEOPLE WE REPRESENT. I TELL PEOPLE ALL THE TIME YOU SENT ME TO TALLAHASSEE FOR TWO THINGS. ONE PROTECT YOUR FREEDOM, ONE PROTECT YOUR WALLET. SO THOSE THINGS ARE EVERY SESSION THE QUESTIONS I SKULL IN THE SESSION MORE SPECIFICALLY TO ANSWER THE QUESTIONS, I LOVE THE APPROPRIATIONS PROCESS, I WANT TO MAKE SURE THAT SENATOR BROXSON AND REPRESENTATIVE ANDRADE AND ALL PANHANDLE LEGISLATORS WE WORK TOGETHER WHICH WE DO VERY WELL, WE BRING MONEY HOME, LIKE I SAID AT THE BEGINNING OF THE SHOW, WE SEND MONEY TOAL TAAL, WE NEED TO BRING THAT — TALLAHASSEE, WE NEED TO BRING MONEY HOME, THAT’S HOW I VIEW SUCCESS, HOW MUCH MONEY I BREAM BRING HOME, SOMETIMES IT DOESN’T HAPPEN AND SOMETIMES YOU GET ET THROUGH THE PROCESS AND GOVERNOR VETOES IT, IT’S A FLUID EVER CHANGING PROCESS THAT’S TRIPS AND HAZARDS ALONG THE WAY BUT STILL I WANT TO BRING THE DOLLARS BACK HOME.>>REPRESENTATIVE ANDRADE.>>GOING BACK ON WHAT SENATOR BROXSON AND REPRESENTATIVE WILL JAMSON SAID, YOU CAN’T GAUGE — WILLIAMSON SAID, YOU CAN’T GAUGE SUCCESS BASED ON NUMBER OF BILLS PASSED, AMOUNT OF MONEY, I WAS LUCKY TO HAVE EXPERIENCE PASS MANY BILLS Z VETOED AFTER THE FACT DESPITE WORK WE PUT INTO IT AND I WANT TO FIRST SAY HOW GRATEFUL I AM TO HAVE REPRESENTATIVE WILLIAMSON SERVE WITH ME IN THE HOUSE, HE’S BEEN AN INCREDIBLE MENTOR AND I CONSIDER MY CLOSEST FRIEND OVER THERE. I WOULD SAY LOOKING BACK ON MY FIRST SESSION THE PROUD ITSELF MOMENT I HAD IN SUCCESS WAS THE FACT THAT I WAS ABLE TO WORK ON AND PASS THE BILL TO PROVIDE DEATH BENEFIT FOR FAMILIES OF MEN AND WOMEN OVER SEAS IN SERVICE. IT TIES BACK TO WHAT WE DO, REPRESENT OUR SPECIFIC DISTRICT. MY SPECIFIC DISTRICT IS UNIQUE, IT HAS VETERANS AND ACTIVE DUTY MILITARY. MORE BILLS I CAN TIE DIRECTLY TO MY DISTRICT AND MAKE SURE I’M PASSING BILLS OR ADVOCATING ISSUES THAT MATTER MOST IN MY DISTRICT MAKES ME FEEL THE BEST REPRESENTATIVE I CAN BE.>>OUR FINAL QUESTION, WE HAVE THREE MINUTES LEFT. GOVERNOR HAS PROPOSED TO RAISE THE BEGINNING SALARY FOR TEACHERS TO I BELIEVE $47,000, GIVE OR THEY CAN. YOUR THOUGHTS ON THAT. AND THE AS 29 YEAR EDUCATOR OF THE STATE I REACHED $50,000 AFTER 26 YEARS WHAT WILL THE LEGISLATOR DO TO PUT EQUITABLE SALARY ADJUSTMENTS FOR EXPERIENCED TEACHERS?>>THAT IS REALLY, THE AND THE ANSWER. GREAT TO OFFER NEW TEACHERS. YES SHORT ON NEW TEACHERS BUT HOW DO WE TREAT FAIRLY THOSE TEACHERS THAT HAVE BEEN THERE FOR AS THIS LADY, 29, 28 YEARS? I’M WAITING HEAR WHAT THE GOVERNOR HAS TO SAY, THE LEGISLATURE IS WAITING TO SEE BECAUSE WE HAVE A LIMITED AMOUNT OF MONEY. WE NEED TO SPEND IT WISELY AND WE NEED TO TAKE CARE OF NEW TEACHERS BECAUSE WE NEED TO I CAN TA CARE O THOSE PEOPLE WHO HAVE GIVEN LIFE AND BLOOD TO EDUCATION FOR THE LAST 30 YEARS.>>CERTAINLY WE WANT THE MAKE SURE TEACHERS ARE TAKEN CARE OF, WHETHER IT BE NEW HIRES BUT ESPECIALLY PEOPLE THERE FOR YEARS BUT WHEN YOU LOOK AT THE BUDGET AND HOW IT WORKS, MAYBE IT’S A $600 MILLION, COULD BE A BILLION DOLLARS TYPE REVENUE CHANGE, WHERE DOES THAT COME FROM? WE TALKED ABOUT FLORIDA’S TAX BURDEN BEING LOW. WHERE DOES THAT MONEY, WE ARE NOT GOING TO GENERATE NEW MONEY BECAUSE WE WON’T ADD TAXES TO THE CITIZENS REPRESENT BUT WHERE DISEASE IT COME FROM? SOMEWHERE IF WE ARE NOT GENERATING NEW DOLLARS IT WILL COME FROM SOMEWHERE AND WE HAVE TO SEE WHAT THAT LOOKS LIKE OVER SESSION BUT PRODUCT K-12 SANTA ROSA SCHOOL SYSTEM, MY CHILDREN GO TO PUBLIC SCHOOLS, HOW DOES THAT LOOK IS GOING TO BE THE DEVIL IN THE DETAILS.>>REPRESENTATIVE ANDRADE, I HAVE A MINUTE LEFT. YOUR THOUGHTS.>>I’M GOING TO SAY IT’S PROBABLY ABOVE MY PAY GRADE AS FIRST TERM LEGISLATOR TO DICTATE THAT, MAKE THAT DECISION BUT, BUT THE PERSON ASKING THE QUESTION IS RIGHT. IT’S NOT JUST ABOUT FIRST YEAR TEACHERS IT’S MAKING SURE THE TEACHESSERS WHO HAVE BEEN OUTKICKING THEIR COVERAGE OUTPERFORMING THE AMOUNT THEY ARE GETTING PAID FOR YEARS GET RECOGNIZED AND RECEIVE COMPENSATION THEY DESERVE. I HAVE THE BLESSING OF SOMETIMES A BLESSING SOMETIMES A CURSE BENEFIT OF HAVING A MOTHER IN PUBLIC EDUCATION OVER A DECADE AND SHE IS NOT SHY ABOUT SHARING THEIR OPINION WITH ME, SO MY HOPE IS WHILE ABOVE PAY GRADE WHATEVER SOLUTION IN OUR COME UP WITH IN THE LENGS LAY CHU RESULTSES IN SLIGHTLY SHORTER TECHS MESSAGES FROM MOTHER AND MORE APPRECIATION AND SUPPORT.>>GOOD DEAL. ADS I WRAP UP I WANT TO MENTION SENATOR BROXSON, WE WANT TO SEND OUT CONDOLENCES TO YOUR BROTHER. YOUR BROTHER, A WELL RESPECTED AREA IN THIS AREA, SENATOR JOHN BROXSON PASSED AWAY, MY CONDOLENCES O TO YOU AND YOUR FAMILIES. HE WAS WELL RESPECTED AND LEAVED TO SERVE HIS COMMUNITY. ALL THE BEST TO YOUR FAMILY.>>THANK YOU VERY MUCH. IT’S A LOT OF FUN WHEN YOU COME IN, WE APPRECIATE OUR VIEWERS AND LISTENERS. THANK YOU SO MUCH FOR YOUR QUESTIONS. IT’S GREAT TO GET INVOLVEMENT.
