DOCKET LAST WEEK HERE ON THE SHOW, A STRATEGY STREAMLINING
PASSAGE OF BILLS THAT HAD STRONG BIPARTISAN SUPPORT LAST
YEAR IN THE LEGISLATURE BUT COULDN’T MUSTER SUPPORT FROM
THE GOVERNOR AT THAT TIME, SUSANA MARTINEZ. AND THE FOURTH FLOOR AT THE
ROUNDHOUSE HAS A NEW OCCUPANT, MITCHELL LUJAN GRISHAM. WE WANT TO TOUCH ON MANY
ASPECTS OF HOW GOVERNOR GRISHAM IS KICKING OFF HER
FIRST SESSION. FIRST, LET INTRODUCE OUR LINE
PANELISTS FOR THIS WEEK, STARTING WITH REGULAR, TOM
GARRITY OF THE GARRITY GROUP PR, JUSTINE FOX YOUNG, A
FORMER MEMBER OF THE STATE HOUSE OF REPRESENTATIVE AND A
LOCAL ATTORNEY. MARTHA BURK IS WITH US, A
FRIEND OF THE SHOW, POLITICAL PSYCHOLOGIST AND AUTHOR OF THE
BOOK, YOUR VOICE, YOUR VOTE. FORMER SENATOR ERIC GRIEGO,
BUT ALSO A GOOD FRIEND OF THE SHOW AS WELL. WELCOME TO YOU ALL. NOT SURPRISINGLY NOT EVERYONE
IS ON BOARD WITH THE ROCKET DOCKET EVEN THOUGH THE
DEMOCRATS HAVE INCREASED THEIR CONTROL IN THE HOUSE,
REPUBLICANS SAY IT IS NOT FAIR TO ASSUME THE SUPPORT ON THESE
BILLS WOULD BE THE SAME THIS YEAR. ERIC, THERE IS AN INTERESTING
POINT TO BE MADE HERE. DO YOU AGREE? IF THE SITUATION WAS FLIPPED
WOULD YOU AGREE WITH THAT AS WELL?>>NO. I MEAN IF YOU LOOK AT THE LIST
OF BILLS, THESE ARE NOT MARGINAL VOTES. THESE ARE LIKE
OVERWHELMINGLY — NOT ONLY ARE THEY BIPARTISAN, THEY EVEN
HAVE BIPARTISANSHIP SPONSORSHIP. I COUNTED UP THE MOST
OPPOSITION TO THE ANY OF THE BILLS WAS FIVE VOTES AGAINST
IT. THESE ARE HOME RUN BILLS NOT
CONTROVERSIAL. MOST OF THESE 19 FOLKS ARE
DEMOCRATS AND THEY WOULD HAVE SUPPORTED BUT THESE ARE
BIPARTISAN BILLS, LIKE, MINORITY LEADER HAS TO PICK
HIS BATTLES. HE SAID, GREAT,
BIPARTISANSHIP, THAT IS WHAT WE WANT. LET’S GET THESE DONE. THERE WAS NO SUBSTANTIVE
REASON FOR THE GOVERNOR TO VETO MANY OF THESE BILLS, MANY
OF WHICH HAD REPUBLICAN CO-SPONSORS, BUT THERE SEEMED
TO BE A WEIRD ACCESS POINT IN THE GOVERNOR’S OFFICE, FROM
WHAT I UNDERSTAND, THAT WAS OUT OF STEP WITH THE
REPUBLICAN PARTY. WHY NOT SHOW THAT YOU CAN GET
THESE BIPARTISAN BILLS DONE AND THEN YOU CAN BEAT UP ON
THE GOVERNOR FOR THE REST OF THE SESSION IF THAT IS WHAT
YOU WANT TO DO, BUT PICK YOUR BATTLES.>>JUSTINE, THERE IS A
QUESTION OF TRANSPARENCY UP FOR THIS. WHY SHOULDN’T FOLKS HAVE
ANOTHER LOOK AT THESE THINGS? IS IT A TIME ISSUE? WHAT IS YOUR TAKE?>>THERE ARE A LOT OF NEW
FACES IN SANTA FE AND I DON’T THINK YOU SHOULD JUST SAY,
WELL, YOU’RE A DEMOCRAT, YOU WOULD HAVE VOTED FOR THIS,
WE’LL JUST COUNT YOU IN. AND YOU KNOW EVERY LEGISLATURE
IS NEWLY CONSTITUTED AND THE PUBLIC, THERE MAY BE NEW
MEMBERS OF THE PUBLIC THAT WANT TO SPEAK ABOUT IT,
INTEREST GROUPS. IF THEY ARE NOT CONTENTIOUS
BILLS, I DON’T THINK IT IS MUCH OF AN ISSUE, THEY WILL
MOVE FAST ANYWAY. WHEN I WAS THERE, PLENTY OF
BILLS PASSED WITH VERY LITTLE OPPOSITION AND THEY WERE BAD
POLICY. IT HAPPENS. I THINK THE LEGISLATURE OWES
IT TO THE PUBLIC TO TAKE A HARD LOOK AT EVERYTHING THAT
GOES THROUGH. BUT, YOU KNOW, IF THEY ARE
GENERALLY SUPPORTED, THEY WILL SAIL THROUGH ANYWAY AND
SHOULDN’T TAKE MUCH TIME.>>INTERESTING POINT THERE. SPEAKER EGOLF GOLF MENTIONED,
HE’S SAYING TRANSPARENCY IS BEING HONORED HERE. WE’RE TALKING ABOUT 18 BILLS
IN THE HOUSE AND 30 IN THE SENATE. IT IS A GOOD NUMBER OF BILLS,
YOU CAN CLICK THROUGH THEM FAIRLY QUICKLY AND GET TO
SOMETHING, WOULDN’T YOU THINK?>>YOU CAN, BUT I THINK WHAT
SOME OF THEM ARE SAYING, LOOK, THEY ARE ALL GOING THROUGH ONE
COMMITTEE AND THEY ARE JUST — SO THE REPUBLICANS OR MANY OF
THEM FEEL LIKE, WELL, IT IS REALLY NOT ABOUT PASSING THESE
BILLS, IT IS ABOUT GETTING THROUGH REALLY QUICK SO THE
DEMOCRATS CAN BRING UP MORE BILLS, MORE NEW ONES, AND SOME
OF THE NEWER PEOPLE MIGHT ACTUALLY LIKE TO TAKE A LOOK
AT SOME OF THIS STUFF. SO, THERE IS SOMETHING TO BE
SAID FOR SLOWING DOWN A LITTLE BIT.>>RIGHT.>>IN THE OVERALL TONE OF
THINGS, WE’RE ABOUT A WEEK REMOVED NOW FROM THE STATE OF
THE STATE, WE ARE GETTING THERE, AND — STATE OF THE
STATE, I AM SORRY. GOVERNOR NOW BEING SWORN IN
AND EVERYTHING. WHAT IS YOUR SENSE OF THE TONE
SHE IS CUTTING. SHE HAS BEEN QUIET SINCE THAT
SPEECH AND LETTING THE PROCESS WORK ITS WAY THROUGH. IS SHE TAKING THE RIGHT
APPROACH HERE?>>MAYBE. I THINK THERE IS NOTHING WRONG
WITH THE GOVERNOR WEIGHING IN. SHE WEIGHED IN HEAVILY ON MANY
THINGS IN THE SPEECH. MAYBE SHE SORT OF IS LAYING
BACK A LITTLE BIT AND SAYING, LET THEM HASH THIS OUT A BIT
SO SHE DOESN’T SEEM SO HEAVY HANDED. HAVING SAID THAT, I THINK IT
NEVER HURTS FOR THE GOVERNOR TO AT LEAST GIVE AN
INDICATION.>>RIGHT. THE LAST GOVERNOR, THAT WAS
EXPECTED AND IT DIDN’T HAPPEN SOMETIMES. YOU FIND OUT LATER SHE HAS A
FEELING ABOUT SOMETHING. TOM, ON THE ROCKET DOCKET
SITUATION, ARE YOU COMFORTABLE WITH THIS SITUATION AS IT IS
OR SHOULD FOLKS HAVE A CHANCE TO LOOK AT THIS AGAIN?>>I THINK IF THERE IS A
PROCESS ALREADY IN PLACE, THERE WAS SOMETHING THAT WAS
VETOED, MADE IT TO THE FOURTH FLOOR PREVIOUS SESSION, THERE
IS A MECHANISM BY WHICH YOU CAN BRING THAT BACK AND VOTE
ON IT IN THE FIRST DAYS OF THE NEXT SESSION. WHY CREATE AN ADDITIONAL
PROCESS. IT STRIKES A TONE OF, HEY, WE
ARE GOING TO GET STUFF DONE, SO IT HAS A GOOD MESSAGING
ASPECT TO IT BUT IF THEY WERE GOOD ONCE TO DISCUSS, WHY NOT
DISCUSS IT AGAIN? AND, LET’S LEAVE THE PR
TALKING POINTS ON THE SIDE AND REALLY KIND OF HIT EACH ONE OF
THESE AND THEY AREN’T TERRIBLY CONTROVERSIAL. I MEAN, ESTABLISHING ADVANCED
MAPPING FUND, SHORT TERM RENTAL OCCUPANCY TAX. THAT IS INTERESTING BECAUSE
THAT WOULD IMPACT AIRBNB SO MAYBE SOME OF THESE BY NAME
SHOULD BE DISCUSSED A LITTLE BIT FURTHER. I THINK TO THE QUESTION YOU
RAISED WITH MARTHA AS FAR AS WITH HOW IS THE GOVERNOR
DOING, I THINK SHE DEFINITELY WILL WEIGH IN LATER ON BECAUSE
ESPECIALLY ONCE BUDGET DISCUSSIONS TAKE PLACE, FOR
THE MOST PART, THE FOURTH FLOOR AND LFC WERE
HAND-IN-HAND IN MAKING SURE, BECAUSE OF THE SHORT
TURN-AROUND TIME, TO GET BUDGET PUT TOGETHER, THEY HAD
TO DEFER TO LFC AND NOW THE GOVERNOR I THINK IS GOING TO
SAY, WHY WOULD I AGREE TO THAT.>>I JUST WANT TO SAY, LET’S
BE CLEAR HERE, THESE BILLS ARE GOING TO HEARD IN COMMITTEE. THEY ARE GOING TO BE HEARD ON
THE FLOOR OF BOTH HOUSES. THAT IS THE WAY OUR PROCESS
WORKS WHERE ANY MEMBER COULD SAY, LOOK, I NEVER SAW THIS
BILL BEFORE, I HAVE NEVER SEEN IT, SO, BY THE WAY IT HAS TO
HAPPEN IN BOTH HOUSES AND SO THERE IS A PROCESS. WE HAVE A PROCESS WITH
MULTIPLE COMMITTEES, TWO HOUSES AND MULTIPLE
COMMITTEES. THERE IS A THIRD READING OF
THE BILLS SO THERE IS A REALLY PRETTY EXHAUSTIVE PROCESS TO
WEIGH IN. WHAT THIS IS ABOUT IS
REPUBLICAN LEADERSHIP SENSES THAT THERE IS GOING TO BE SOME
BILLS THEY DON’T WANT TO DEAL WITH. THEIR ONLY TOOL IS LET’S SHUT
THIS PLACE DOWN, LET’S SLOW IT DOWN AND IT RELATES TO THIS
OTHER ISSUE ABOUT THE CEREMONIAL NATURE OF LIKE HOW
DO YOU MUCK UP THE SYSTEM SO WE CAN GET AS FEW OF THESE
PROPOSALS AS POSSIBLE. THAT IS WHAT IS BEHIND THIS,
OTHERWISE, THEY ARE GOING TO BE HEARD. YOU WANT TO FILIBUSTER ON THE
FLOOR, CERTAINLY IN THE SENATE, AS I WAS KNOWN TO DO,
YOU CAN MAKE A MESS OF THESE BILLS. IF THERE IS A SUBSTANTIVE
ISSUE ON ANY OF THEM, ANY REPUBLICAN OR ANY NEW PERSON,
INCLUDING NEW SENATORS, CAN SAY, WAIT A MINUTE, I THINK
THIS IS A TERRIBLE IDEA AND SHUT THE PLACE DOWN IF THAT IS
WHAT YOU WANT TO DO.>>ISN’T THAT AN OPPORTUNITY
TO DO EXACTLY THAT, THE REPUBLICANS, TO ESTABLISH
THEIR OWN POWER IN THIS POWER EQUATION EARLY. YOU KNOW WHAT I MEAN?>>SURE. AND THAT WHY IS WE HAVE A TWO
PARTY SYSTEM AND BI CAMERA LEGISLATURE. WITH ALL DUE RESPECT, WE COULD
ESTABLISH EVERYTHING BY FIAT. ERIC COULD SEND HIS LIST OF
LEGISLATION THAT HE WANTS THROUGH.>>SOUNDS GOOD TO ME.>>BUT, YOU CALL IT MUCKING
UP.>>YOU SOUND LIKE TRUMP NOW.>>YOU CALL IT MUCKING UP THE
PROCESS BUT THIS IS A SYSTEM THAT’S IN PLACE, WE RELIED ON
FOR A LONG TIME, AND SOMETIMES THERE IS A REASON TO SLOW
THINGS DOWN AND TAKE A HARD LOOK, PLUS TIMES CHANGE YEAR
TO YEAR. LET’S LOOK AT ANY AND ALL TAX
INCREASES IN A YEAR WHEN WE HAVE OVER A BILLION SURPLUS. I THINK DEMOCRATS ALONG SIDE
REPUBLICANS SHOULD TAKE THAT POSITION AND LET’S NOT
OVERLOOK THESE ISSUES WHICH, YOU KNOW, ONCE YOU PUT A TAX
INCREASE IN PLACE IT IS HARD TO REMOVE.>>EGOLF AND OTHERS HAVE SAID,
LOOK, WE ARE GOING TO BACK AWAY FROM THE STANDARD WAY OF
DOING THINGS, MEMORIALS, YOU KNOW.>>I THINK MEMORIALS SHOULD BE
ABOLISHED.>>WOULD YOU AGREE WITH THAT,
MEMORIALS SHOULD BE –>>I THINK CEREMONY — THEY
TAKE UP A LOT OF TIME. YOU COULD SORT OF MAYBE, HAVE
A MEMORIALS COMMITTEE OR SOMETHING WHERE YOU TAKE THEM
AND HAVE PEOPLE DO THEIR DOG AND PONY SHOW AND THEN KEEP
THE REST OF THE PROCESS MOVING.>>I CARRIED A MEMORIAL TO END

75% OF THE TIME UP THERE IS OCCUPIED WITH MEMORIALS AND IT
IS A GIANT WASTE.>>MARTHA, I’M CURIOUS ABOUT
YOUR TAKE ON EXECUTIVE ORDERS. WE HAVE HAD ONE FROM THE
GOVERNOR ON PARCC AND OTHERS FLOATING OUT THERE. IT’S A VERY BIG HAMMER BUT HAS
TO BE USED CAREFULLY, I WOULD THINK. YOUR SENSE OF HOW THE GOVERNOR
HAS DONE SO FAR?>>THE ONE ON PARCC OBVIOUSLY
HAD A LOT OF SUPPORT, TEACHERS UNIONS AND MANY OTHERS,
PARENTS AND SO FORTH. THERE IS ONE EXECUTIVE ORDER I
WOULD LIKE TO SPEAK ABOUT, THOUGH, BRIEFLY. UNDER BILL RICHARDSON, HE
ISSUED AN EXECUTIVE ORDER ESTABLISHING A STATE
INITIATIVE ON GENDER PAY EQUITY AND IT WAS FIRST IN THE
NATION. IT HAD TWO PROVISIONS, ONE WAS
THAT THE CABINET DEPARTMENTS WERE TO REPORT YEARLY TO THE
GOVERNOR OF THEIR GENDER PAY GAPS AND THE OTHER WAS THAT
CONTRACTORS WISHING TO HAVE A CONTRACT WITH THE STATE OF NEW
MEXICO HAD TO REPORT HOW THEY PAY WOMEN AND HOW THEY PAY
MEN. THAT EXECUTIVE ORDER WAS PUT
IN PLACE, AND I ACTUALLY WAS ADVISOR TO THE GOVERNOR AT THE
TIME, SO I WAS INSTRUMENTAL IN HELPING TO CRAFT IT AND TO GET
IT GOING. AND WE HAD IT GOING FOR ABOUT
A YEAR AND THEN THE CLOCK RAN OUT ON THE RICHARDSON
ADMINISTRATION. GOVERNOR MARTINEZ COMPLETELY
IGNORED IT. BUT SHE DID NOT OVERTURN IT. STATE AUDITOR AUDITED HER ON
IT AND SAID, SHE IS SERIOUSLY OUT OF COMPLIANCE WITH EVERY
PROVISION OF IT. THIS GOVERNOR, AND I KNOW HER
TO BE A STRONG ADVOCATE ON GENDER PAY EQUITY, HAS A VERY
GOOD OPPORTUNITY. SHE DOESN’T HAVE TO DO
ANYTHING EXCEPT ENFORCE THE ORDER THAT IS ALREADY IN
PLACE. SO, THE PROCESS WOULD BE, AS
FAR AS I CAN SEE, VERY SIMPLE. SHE WOULD MAKE AN ANNOUNCEMENT
AND SAY, WE ARE NO LONGER GOING TO LET THIS SLIDE AND
LET IT GO FOUL AS MARTINEZ DID, WE ARE GOING TO ENFORCE
IT AND SEE HOW THE STATE IS DOING. IF WE NEED IMPROVEMENT WE CAN. SHE DID MENTION PAY EQUITY IN
ONE SENTENCE IN THE STATE OF THE STATE, BUT ALL SHE SAID
IS, WE ARE GOING TO BE A LEADER IN PAY EQUITY. WE HAVE ALREADY BEEN A FIRST
IN THE NATION. SHE NEEDS TO GRAB THAT MANTEL
AGAIN AND IT IS REALLY A NO BRAINER.>>IT IS LAYING ON THE TABLE,
INTERESTING.>>SO I HOPE SHE WILL STEP
FORWARD ON THAT.>>THAT IS ALL THE TIME WE
HAVE TO DISCUSS THAT ISSUE. WE DO HAVE MUCH MORE
LEGISLATIVE NEWS AHEAD ON THE SHOW INCLUDING THE POSSIBILITY
OF A NEW SPARK FOR SUPPORTERS OF RECREATIONAL CANNABIS HERE
IN NEW MEXICO.
