if we’re going to run these two processes together sure mr. Jim and I’m happy to answer a few of those questions very quickly the member raises that concern that the test for any change in reserve relates to its recreational purpose and the member asks for what about seen it reserves what about ecological reserves the member misses that this provision only covers recreation reserves so the very reserves the ecological reserves the scientific reserves the nature reserves all of those reserves are unaffected by this provision it is only recreation reserves and so it’s entirely appropriate that the legal test is whether the recreation is enhanced or not the second point them in the razor’s is there is this just about the increase in development and housing on reserves not at all it’s about enhancing the immunity of our reserves the member seems to be stuck in the mode of thinking that just because a set of reserves were provided for a community a hundred years ago that that configuration of the reserves is going to provide the maximum amount of immunity today I could take that member to hundreds of recreation reserves around New Zealand that have negligible use that could be configured far more sensibly to enhance their community and this provision will allow that to occur just in a place like three kings we actually the local sports club is very strongly supportive of the changes because the recreational amenity will be improved and the third test I give two members opposite who regularly lecture our government on trusting local government is why is it that the administering body that’s referred to in this part rests with the council and fundamentally it comes down to do I believe that councils when they come to make decisions about changes in reserves and when they have to meet that test that there will be a net improvement in amenity I fundamentally trust council we’ll make good calls that will see more vibrant communities barrett creational facilities and also where it makes sense opportunities for more intensive development because there is a critical part of the solution we have in providing the vibrancy and the housing for cities like Oakland okay Thank You mr. chairman
