    >>>GOOD EVENING. THIS IS A SPECIAL MEETING OF THE HUMAN SERVICES, EQUITABLE DEVELOPMENT, AND RENTER RIGHTS COMMITTEE THE SEATTLE CITY COUNCIL. THE TIME IS 5:17 P.M. THURSDAY, OCTOBER 17 AND WE ARE IN CITY COUNCIL CHAMBERS.     THE DISCUSSION THAT WE HAVE SLATED FOR THE FIRST AGENDA ITEM IS THE QUESTION OF VENDORS AND RIGHTS AND EVICTION AND DISPLACEMENT FROM THE CENTRAL DISTRICT. WE WILL BE SPECIFICALLY TALKING ABOUT THE STRUGGLE THAT IS FACED BY THE RESIDENCE OF THE CHCEAU APARTMENTS. THE MORATORIUM HAS BEEN VOTED INTO LAW.
