OF DELEGATES. BUT, TOPIC TODAY IS REALLY WHAT
YOU WOULD LIKE TO TELL THE VIEWERS AROUND THE STATE ABOUT
SOME ISSUES AS THE SESSION MOVES ON TOWARD THE LAST WEEKS.
WHAT ARE SOME OF THE HOT ISSUES YOU WOULD LIKE TO MENTION?
FRANK I WILL START WITH YOU THEN BILL.>>I THINK CERTAINLY, ONE OF THE
ISSUES HAS BEEN NEAR AND DEAR TO MY HEART WAS THE ANNOUNCEMENT
EARLIER OF THE FAA ANNOUNCING ONE OF THOSE AREAS GOING TO BE
FOR LACK OF A BETTER TERM FREE FLY ZONE FOR UNMANNED VEHICLES.
TO THAT END THEY’VE BEEN WORKING A LONG TIME.
WE OWN THE TWO LAUNCH PADS WHERE THE ROCKETS ARE CURRENTLY
SUPPLYING THE SPACE STATION AND MAKING TRIPS TO THE MOON.
WE SEE A CHANCE HERE WITH THE AWARD TO VIRGINIA TECH, OLD
DOMINION UNIVERSITY IS INVOLVED. THERE IS ACTIVITY WITH UAV’S

OUR LAUNCH PAD TO MAKE THIS WHAT I THINK IS GOING TO BE A

STRIKES AND WHAT THEY ARE CAPABLE.
WE HAVE NO IDEA WITH RAIL LINES BE POWER LINES IT COULD GO ON
AND ON. AMAZON ANNOUNCED PACKAGES
DELIVERED BY UAV. THERE IS ALL SORTS OF ABILITIES.

LOT OF SPINOFF.

DELEGATION. AS YOU KNOW, WE HAD A COUPLE
BILLS HERE THE CITY OF BRISTOL AND THEIR QUEST TO DO AN
ECONOMIC DEVELOPMENT PROJECT THERE.
AND, YOU KNOW WE’RE STILL WORKING ON TRYING TO GET THE
LANGUAGE RIGHT ON THAT SO THEY CAN MOVE FORWARD WITH THAT
RETAIL DEVELOPMENT THERE. ALSO, THE CO2 STUDY THAT WE
PASSED THROUGH THE SENATE THERE IS A BILL COMING FROM THE HOUSE
THAT IS IDENTICAL TO IT THAT WILL GIVE US A SEAT AT THE TABLE
TO BE ABLE TO DETERMINE WHAT THOSE CO2 NUMBERS WILL BE.
INSTEAD OF LETTING THE EPA, FEDERAL GOVERNMENT DICTATE THAT
WITH OUR COAL, BURNING AND GAS BURNING PLANTS IN SOUTHWEST
VIRGINIA TO KEEP OUR ENERGY COSTS LOW.
SOME OF THE STUDIES I HAVE PUT FORWARD THAT WILL GIVE US
ANOTHER ABILITY TO MINE MORE OF THE COAL WE HAVE WHICH, IN
ESSENCE, EFFECTS SENATOR WAGNER’S AREA TOO BECAUSE WE
SHIP A LOT OF COAL, BY RAIL THROUGH THE PORTS THERE.
SENATOR WAGNER WAS TALKING ABOUT WALLACE ISLAND, WE HAVE A LOT OF
TECHNOLOGY GROUPS OUR WAY THAT IS VERY INTERESTED IN WHAT IS

WITH CGI, SOUTHWEST VIRGINIA NOW.
WE FOCUS MAINLY ON OUR COAL AND GAS INDUSTRY TRYING TO OVERCOME
SOME OF THE OVERREACHING REGULATIONS THAT THE EPA IS
PUTTING FORWARD TO KEEP THEM MOVING AND ON THE DEVELOPMENT
THERE IN BRISTOL TO TRY TO KEEP IT ON TRACK AND BEING ABLE TO BE
DEVELOPED. I GUESS THE NEXT QUESTION THAT
WE ADDRESS COMING UP IN THE BUDGET WHEN IT COMES OUT ON
SUNDAY IS, WHERE WE GO WITH THE MONEY ISSUE.
THAT’S GOING TO BE AN INTERESTING VALUE.>>STILL QUITE A BIT OF HEAVY

WELL I’VE HAD THE OPPORTUNITY TO SERVE FOR 23 YEARS NOW.

BUSINESSES DEVELOPING. CREATE JOBS AND NEW INDUSTRY AND
NEW BUSINESS. AS WELL AS PROTECTING THE
EXISTING INDUSTRIES AND SEE WHAT WE CAN DO TO ENHANCE THOSE
INDUSTRIES ALSO. THERE IS A REASON WE GET NUMBER
ONE RANKING TO DO BUSINESS IN BY FORBES MAGAZINE.
THINK WE SLIPPED TO NUMBER TWO WE REDOUBLED OUR EFFORTS AND
WE’RE BACK TO NUMBER ONE AGAIN. BUT, HAVE YOU TO UNDERSTAND THAT
THERE IS 49 OTHER STATES THAT WANT TO BE NUMBER ONE.
SO, WE HAVE TO KEEP OUR NOSE TO THE GRIND STONE AND WE HAVE TO
CONTINUE TO DO THOSE THINGS AND FOSTER DEVELOPMENT WHERE WE
THINK IT MAKES SENSE FOR VIRGINIA TO FOSTER DEVELOPMENT.
YOU MENTIONED HOW, SMOOTHLY BEFORE WE WENT ON THE AIR HOW
SMOOTHLY THE SESSION WAS RUNNING AND IT SEEMS TO BE GOING AND,
EVERY TIME YOU SEE SOMETHING RUN TOO SMOOTH YOU GO OKAY THERE HAS
GOT TO BE A PROBLEM COMING UP. I THINK WE ALL KNOW WHAT THAT
PROBLEM IS GOING TO BE. IT’S GOING TO BE THE ISSUE OF
MEDICAID EXPANSION. THINK IT WILL BE AN INTERESTING
DEBATE. I SUSPECT WE WON’T BE ABLE TO
GET A BUDGET OUT ON TIME. I JUST THINK THAT, THERE IS DEEP
DIVISIONS PRETTY MUCH ON PARTISAN LINES BETWEEN WHAT
DIRECTION WE SHOULD TAKE IN HEALTHCARE.
AND I THINK THERE HAS BEEN A NUMBER OF ISSUES CERTAINLY I
HAVE HEARD FROM MY CONSTITUENTS ABOUT WHAT IS GOING ON IN, WHAT
IS HAPPENING TO OUR HEALTHCARE SYSTEM AND A NUMBER OF US, AND I
THINK BILL AND I SHARE THE SAME FEELING, YOU KNOW, IT IS TIME WE
NOT BECOME PART OF THIS IT’S TIME WE INSIST IT BE FIXED AND
FIXED OUT OF WASHINGTON IN THE CURRENT DIRECTION WE’RE HEADING
I DON’T BELIEVE IN MY HEART OF HEARTS IT’S THE PROPER FIX.
I’M VERY CONCERNED FOR ALL OF MY CONSTITUENTS AND, WHAT THEIR
FUTURE HEALTHCARE POLICIES, THOSE KINDS OF THINGS AND
INCONSISTENT MESSAGES WE’VE HEARD OUT OF WASHINGTON.
IF YOU WANT YOUR DOCTOR YOU CAN KEEP YOUR DOCTOR.
IT’S TIME WE PUT THE BRAKES ON AND DO WHAT WE CAN IN VIRGINIA
TO AT LEAST SIGNAL WE’RE NOT GOING TO ADVANCE THIS THING AND
IT’S NOT RIGHT THE DIRECTION WE’RE GOING IN RIGHT NOW.>>I THINK I AGREE ON FRANK ON
THOSE ISSUES. I THINK YOU SEE EVEN OVER THE
PAST WEEK WHERE THE PRESIDENT SUSPENDED OR DELAYED COMPANIES
FROM 50 TO 100 EMPLOYEES FROM HAVING TO PAY INTO THE SYSTEM.
WE’RE NOT SURE HOW MUCH MONEY WE’RE GOING TO GET BACK FROM
THIS EXPANSION IF WE WERE TO GO THAT WAY AND IT’S TOO BIG OF A
RISK FOR VIRGINIA TO TAKE AT THIS POINT AND TIME.
PLUS, EXPANDING DOES NOTHING TO REFORM IT.
I THINK THE REFORMING OF A MEDICAID SYSTEM IS MORE
IMPORTANT RIGHT NOW THAN THE EXPANSION.
AND, YOU KNOW FRANK IS RIGHT. THERE IS A DIVISION ON THAT
ISSUE. AND I BELIEVE THAT GOING
FORWARD, HAVING THE DISTRICT THAT PROBABLY BENEFITS THE MOST
FOR MEDICAID EXPANSION IF YOU TALK TO THE PEOPLE IF YOU LOOK
AT THE POLLING NUMBERS WE DO, 83% OF THOSE PEOPLE EVEN DON’T
AGREE WITH US EXPANDING IT BECAUSE THEY SEE THE FEDERAL
GOVERNMENT PLAN FALLING APART. AND YOU KNOW, IT’S TIME THAT WE
AS VIRGINIA LOOK AT A NEW WAY OF DOING THINGS.
OTHER STATES HAVE FALLEN IN AND EVEN ARKANSAS WHO, HAS LOOKED AT
A DIFFERENT PLAN NOW, IS GOING BACK AND SAYING THIS IS NOT
GOING TO WORK SO WE’RE, WE REALLY NEED TO FOCUS MORE ON THE
REFORMING OF IT THAN WE DO ON THE EXPANSION OF IT AND, I KNOW
HOSPITALS ARE CONCERNED AND WE’RE CONCERNED ABOUT THOSE
HOSPITALS, BUT, YOU KNOW IN THE FUTURE, IF WE WANT TO BE SOUND
AND NUMBER ONE, WE HAVE GOT TO MAKE THESE THINGS WORK TO WHERE
WE’RE NOT COSTING OUR CONSTITUENTS A FORTUNE TO DO IT.>>YOU KNOW THE DIVIDE IS AS YOU
SAID SO SIGNIFICANT ON THAT ISSUE THAT IT’S KIND OF HARD TO
SIT HERE AND IMAGINE HOW DOES IT END UP, HOW DOES IT COME OUT?
BECAUSE, IT’S UM, CHALLENGING FOR PROBABLY FOR EITHER SIDE TO
GIVE IN. SO I MEAN, AS IN MANY ISSUES YOU
ALL WORK ON YOU FIND SOME MIDDLE GROUND.
I DON’T KNOW IF YOU WILL FIND SOME MIDDLE GROUND ON THIS ONE
OR WHAT YOU WILL FIND.>>LIKE YOU SAID EARLIER, MOVING
ALONG SO SMOOTHLY, BUT, YOU’RE ABSOLUTELY RIGHT DAVID.
IT IS THE DIVIDE VERY DEEP. THE DIVISION IS VERY DEEP.
YOU KNOW AND EVERYTHING WE SEE, FROM THE BEGINNING OF THE
ROLLOUT TO THE HAVING DELAY AS BILL MENTIONED THAT DIRECTLY
IMPACTS ME OUT OF BUSINESS WITH 80 EMPLOYEES.

WENT WITHOUT HEALTHCARE. PEOPLE COULD GO IN EMERGENCY
ROOMS YES DID WE PAY A PREMIUM FOR THAT CERTAINLY OUR PREMIUMS
WERE HIGHER, BUT NOT NEARLY THE PREMIUMS FOLKS ARE PAYING NOW
FOR SUPPOSEDLY A SYSTEM THAT IS GOING TO BE BETTER THAN THE BEST
SYSTEM IN THE WORLD WHEN WE HAVE EXAMPLES ALL OVER THE WORLD OF A
ONE PAYER SYSTEM AND THEY ARE FAULTY.
I HAD THE OPPORTUNITY TO BE IN GREECE A YEAR OR TWO AGO WITH A
TAXI DRIVER AND WHERE THEY HAVE THE SOCIALIZED MEDICINE AND I
SAID, HOW IS THE HEALTHCARE SYSTEM AND HE TOLD ME POINT
BLANK IT WAS JUST AS CLEAR AS DAY, PAY THE DOCTOR YOU LIVE.
IN OTHER WORDS YES YOU CAN GO TO THE DOCTOR, BUT UNLESS YOU CAME
UP WITH A LITTLE EXTRA OR DID SOMETHING YOU WEREN’T GOING TO
GET THE TREATMENT THAT I THINK WE IN AMERICA ARE EXPECTING.
I’M NOT SUGGESTING GET THERE, BUT WE’RE CERTAINLY HEADING IN
THAT DIRECTION RIGHT NOW. THAT’S JUST A BAD DIRECTION.
I THINK PEOPLE NEED TO REMEMBER WE HAVE THE FINEST HEALTHCARE
SYSTEM IN THE WORLD, AND WE’RE DISMANTLING IT ASK OURSELVES
WHY.>>JUST ONE FINAL POINT ON THAT,
IF YOU LOOK AT THE WAY IT IS SET UP, YOU HAVE A SINGLE MALE WHO
MAKES $15,800, YOU’RE CREATING SUCH DISPARITY BETWEEN HIM WHO
HAS A CADILLAC PLAN AND THE NEXT INDIVIDUAL THAT MAKES $100 MORE,
THAT IS GOING TO PAY A HUGE AMOUNT OF COPAYS JUST BECAUSE OF
THAT. SO YOU’RE CREATING THIS HUGE
DISPARITY WHERE YOU ARE SAYING YOU’RE FIXING IT AND YOU’RE
ACTUALLY CREATING AN ATMOSPHERE FOR PEOPLE WHO ARE ACTUALLY
WORKING TRYING TO MAKE A LIVING, TO NOT WANT TO WORK BECAUSE THEY

COMMERCE AND LABOR MAURICE JONES, GOVERNOR McCAULIFFE
PEOPLE HAVE EXPRESSED INTEREST. I THINK NEXT YEAR WE’LL BE BACK
WITH A BIPARTISAN INITIATIVE TO CREATE LABORATORIES FOR ECONOMIC
DEVELOPMENT. AND LET LOCALITIES HAVE A LITTLE
LATITUDE WHERE STATE RESOURCES AREN’T AVAILABLE TO ATTRACT
BUSINESSES. NOW I SAY, ALL THE TIME I’M A
FREE MARKET GUY. THE REALITY IS, BRYCE AND I HAD
AN EMPLOYER WHO WAS LOOKING AT EITHER COUNTY THAT WE SPLIT, OR
MISSISSIPPI TO BRING ABOUT 55 JOBS AVERAGE SALARY, ABOUT 55,
$65,000 A YEAR. THESE ARE HIGH SCHOOL DIPLOMA
AND TECHNICAL DEGREE TYPE JOBS. MANUFACTURING PARTS FOR
TRANSMISSIONS. AND, VIRGINIA, WITH A LOT OF
WORK FROM BRYCE AND MYSELF WAS ABLE TO PUT TOGETHER INCENTIVE
PACKAGE OF $3 MILLION. MISSISSIPPI CAME UP WITH
$16 MILLION. NOW THE BUSINESSES THEY WANTED
TO COME TO VIRGINIA. AND, —
>>FIRST AND FOREMOST.>>LOCALITIES SAY IF WE COULD
GET 5 OR $6 MILLION EVEN IF MISSISSIPPI PUTS $10 MILLION
MORE THAN US WE THINK WE GOT THEM MUCH AND WE LOST THOSE
JOBS. THAT TO ME, JUST GOT TO
UNDERSTAND WHAT THE APPROPRIATE ROLE OF GOVERNMENT IS AND WHAT
THE REAL CHALLENGES ARE WE’RE FACING.
IT’S IRONIC TO ME I WILL DIGRESS FOR A MOMENT, THAT DEMOCRATS
CAMPAIGNED ON TAKING THE SOCIAL ISSUES OFF THE TABLE, AND
FOCUSING ON THE ECONOMY AND AS SOON AS WE GOT HERE THEY
WANTED TO TALK ABOUT FETAL ULTRASOUND AND THE VIRGINIA
CONSTITUTION. THAT’S A REAL BAIT AND SWITCH I
THINK WAS PERFORMED. WHAT WE HAVE BEEN FOCUSING ON IS
HOW TO GET VIRGINIA BACK TO WORK.>>AND WITH THAT I WILL JUST
SEGUE IN, A COUPLE BILLS I REALLY FOCUSED ON THIS YEAR
REALLY SPENT SINCE WE GOT OUT OF THE LAST SESSION WAS, OFFSHORE
DRILLING AND PUTTING US IN A FAVORABLE LIGHT WITH THE
ADMINISTRATION AND POSITIONING US, WITH A BILL THAT IS A
COMPREHENSIVE BILL WITH REGARDS TO HOW WE MANAGE THE RESOURCE

BIPARTISAN SUPPORT WAS TO SET UP AN EMERGENCY FUND, NOT JUST FOR
OFFSHORE DRILLING, BUT NOW THAT WE’RE ALREADY STARTING WITH WIND
POWER OFFSHORE AND CLEANER ENERGIES, WHAT HAPPENS IF WE DO
HAVE A CATASTROPHIC EVENT OFFSHORE HOW DO WE MANAGE THAT,
HOW DO WE MITIGATE THOSE THINGS. WE DIDN’T HAVE A VEHICLE IN
PLACE TO HELP WITH THAT. THE GOVERNMENT’S ROLE IS TO MAKE
SURE WE SET IT UP TO HELP THE CITIZENS AND PRIVATE BUSINESS
MOVE FORWARD AND HELP MANAGE SOME OF THE RISK OF EVERY DAY
LIFE WITH REGARDS OF THAT WHEN WE’RE TRYING TO GROW AN INDUSTRY
SUCH AS THAT. THAT WILL GO TO THE HOUSE NOW.
I’M THRILLED WE’RE ABLE TO DO THAT AND NOW WE HAVE A GOVERNOR
THAT HAS A RELATIONSHIP WITH THE ADMINISTRATION SO NOW IT’S TIME

SIGN THE BILL AND TALK TO THE ADMINISTRATION ABOUT LIFTING THE
220 OFF OUR SHORES. THAT’S BILLIONS OF DOLLARS TO
US. THE OTHER ISSUE THAT I HAVE
REALLY BEEN FOCUSED ON IS OUR VETERANS ISSUES AND TOM IS PART
OF THAT CAUCUS AS WELL. WE HAVE QUITE A FEW OF OUR
VETERANS MEMBERS ONE OF THEM IN PARTICULAR IS A BILL THAT HAS
GOTTEN QUITE A BIT OF ATTENTION THIS YEAR THAT’S OUR SERVICE DOG
BILL. IT REALLY CAME, IT CAME ABOUT AS
A CONTACT. I HAPPENED TO COACH A YOUNG MAN
IN LACROSSE AND HIS FATHER CAME TO PRACTICE ONE DAY AND THIS WAS
HOW BILLS GET GENERATED. I THINK IT’S KIND OF I DON’T
WANT TO SAY IT’S UNIQUE, BUT THE WAY A LOT OF LEGISLATION GETS
PICKED. COME TO FIND OUT HE HAD A DOG
WITH HIM I THOUGHT HE WAS A CANINE OFFICER FOR A POLICES FOR
IT WAS A SERVICE DOG. MOST MILITARY MEMBERS AND TOM
CAN SPEAK TO THIS TOO, THEY SPENT THEIR ENTIRE LIFE AT LEAST
IF THEY ARE IN UNIFORM IN CONFLICT.
LAST THING THEY WANT TO COME HOME AND DEAL WITH MORE
CONFLICT. THEY JUST SUCK IT UP AND DRIVE
ON. I FOUND OUT THAT THIS GENTLEMAN
HAD BEEN TURNED WAY FROM ESTABLISHMENTS ON MORE THAN ONE
OCCASION. HE WAS ON 32 MEDICATIONS TO
BEGIN WITH, ONCE HE GOT HIS SERVICE DOG HE IS DOWN TO TWO.
THERE IS IT IS A MEDICAL DEVICE. WHEN I STARTED TO LOOK AT THE
CODE SECTION IT WASN’T IN THE CODE SECTION TO ALLOW SERVICE
DOGS. SO THAT HAS GAINED HUGE
BIPARTISAN SUPPORT. I THINK THERE IS A BIG MOVEMENT
ON THAT AND I THINK IT’S BETWEEN VIRGINIA AND WE’RE WORKING ON A
BILL IN FLORIDA TO SET THE PACE FOR THE REST OF THE NATION.
I THINK THAT WILL BE A BIG SPEARHEAD AND VICTORY FOR US
THIS YEAR.>>ANOTHER IF I MIGHT, ANOTHER
JOBS BILL, AND I LOVE CALLING IT THAT, BUT IT IS, THAT WE’VE BEEN
ABLE TO GET OUT OF THE SENATE THIS YEAR ON 35-2 VOTE, WAS THE
BILL THAT WOULD ALLOW LOCALITIES AT THEIR DISCRETION TO SELL ANY
CONSUMER GRADE FIREWORKS THAT THE CODE OF FEDERAL REGULATIONS
HAS DEEMED SAFE FOR CONSUMER USE.
AND, YOU KNOW, I MEAN, I CAN’T LIE TO YOU, I LIKE FIREWORKS ON
THE 4th OF JULY. I HAVE BEEN KNOWN TO MAYBE STOP
THE CAR IN SOUTH CAROLINA AND MAKE A PURCHASE SOUTH OF THE
BORDER, BUT WHY ARE WE SENDING THOSE DOLLARS TO SOUTH CAROLINA
AND REALLY, I GOT TO TIP MY HAT TO GEORGE AND MY STAFF, FOR
PULLING IN ALL OF THE PARTIES WHO OPPOSED THIS BILL LAST YEAR.
THE FIREFIGHTERS THE FIRE PREVENTION, HOME BUILDERS
ASSOCIATION, AND SAYING WE WANT TO DO THIS HELP US AND SO WE
SORT OF, WORKED COLLECTIVELY WITH ALL OF THOSE GROUPS TO GET
A PRODUCT OUT. LET ME TELL YOU THE ECONOMIC
IMPACT. IT SOUNDS SILLY, BUT IT’S NOT.

WHAT IS RIGHT FOR ARLINGTON MAY NOT BE RIGHT FOR BLAND.
WE ALLOW THE LOCALITY OF THE OPT OUT, BUT I BELIEVE SINCERELY
SOMEWHERE ON THE I81 OR I64, I95 CORRIDOR A MOM AND POP WILL
START A BUSINESS THAT WILL ALLOW KIDS TO HAVE OPPORTUNITIES TO GO
TO COLLEGE. TO MAKE LIFE CHOICES.
WHILE THESE AREN’T GLAMOROUS JOBS BY GOSH THEY ARE JOBS.
I UNDERSTAND THERE IS AN INHERENT DANGER TO FIREWORKS,
BUT THERE IS AN INHERENT DANGER TO GETTING OUT OF THE BED IN THE
MORNING TOO. WE NEED TO TRUST VIRGINIANS TO
MAKE DECISIONS FOR THEMSELVES AND I THINK THIS WAS LONG
OVERDUE IN THE COMMONWEALTH THAT GAVE BIRTH TO THE CONSTITUTION
AND BILL OF RIGHTS. WE’LL CREATE JOBS AND HAVE
A BETTER 4th OF JULY.>>WE HAVE TALKED ABOUT THIS

EVERYONE THAT OPPOSED IT AND WENT TO THEM IN JUNE AND JULY
AND SAID HELP MAKE THIS ACCEPTABLE.>>A PERFECT EXAMPLE.>>WE DO A LOT OF THAT, 85% OF
THE LEGISLATION WE HAVE AS A BODY PASSES OUT OF THE GENERAL
ASSEMBLY COMES OUT IN SOME FORM OF BIPARTISAN EFFORT TO REALLY
WORK TOGETHER AND THE KNOW, I WILL BE THE FIRST PERSON TO SAY,
I’M TOM AND I ARE BOTH SHEET MATES ON 90% OF OUR COMMITTEES
WE SIT TOGETHER ON THE FLOOR AND COME INTO THIS PLACE TOGETHER.
I CAN TELL YOU IN THE THREE YEARS WE’VE BEEN HERE WE’VE SEEN
THE CIVILITY AT LEAST ON THE SENATE, START TO NOSEDIVE AND
IT’S REALLY DISHEARTENING BECAUSE THE SENATE IS SUPPOSED
TO BE THE BODY, THAT IS CONTINUITY OF GOVERNMENT IN MY
MIND. OUR COMMITTEE ASSIGNMENTS WERE
SUPPOSED TO BE FOR FOUR YEARS. TO THOSE FOLKS WHO WERE IN
LOBBYING COMMUNITY AND THE BUSINESSES, THAT RELY ON THE
SENATORS TO BE ABLE TO NOT BE INFLUENCED, BY BEING
REMOVED THOSE THINGS WERE GONE AND, WITH SOME OF THE RULES
CHANGES AT SOME POINT WE WERE SITTING ON THE FLOOR AND I
LOOKED AT TOM AND HE IS A GREAT ATTORNEY AND A PROSECUTING
ATTORNEY I SAID TOM IF WE DON’T ABIDE BY LAWS AND THE RULE OF
LAW WHAT DO WE HAVE AT THIS POINT?
ARE WE IN A STATE AND I MEAN AT ONE POINT SITTING ON THE FLOOR,
I’M LIKE, IF THERE ARE NO RULES AND THERE IS NO HONOR WHERE ARE
